The Ministry of Agriculture and Environment (MoAE ) has requested 34 provinces and cities to complete land inventory reports at both commune and provincial levels following administrative restructuring, and to propose their land use needs through 2030.

Deputy Minister Le Minh Ngan has issued a formal notice urging the provinces to consolidate 2024 land inventory data and produce updated land use maps for each administrative level after the restructuring of local government units.

The Ministry requires localities to finalize and submit administrative boundary documentation at the provincial and commune levels to the Ministry by July 10.

Provinces and cities are also required to adjust their land inventory plans and prepare 2024 land use status maps reflecting the new administrative arrangements. Results from both commune and provincial levels must be submitted to the Ministry of Agriculture and Environment by August 20.

Reviewing land use demand through 2030

In addition, the MoAE has issued a notice to all centrally governed cities and provinces regarding the review and proposal of land use demands to support adjustments to the national land use planning for the 2021-2030 period, with a vision toward 2050.

Under directives from the National Assembly and Government, the MoAE is coordinating with other ministries and localities to prepare documents for adjusting the National Land Use Plan.

This effort is vital to ensuring the efficient use of land resources and aligning land use with the country’s economic, social, defense, and security development goals - especially as Vietnam continues to reorganize its administrative units in line with national policy.

The MoAE has requested that all provincial governments urgently review, update, and propose their land use needs through 2030.

Localities with proposals for adjustments must submit their reports by July 20, 2025. These reports should include full listings of key land-using projects, areas requiring land-use conversion - especially rice paddies, protective forests, special-use forests, and natural production forests.
