
Many cases involved acts of sophisticated collision between state officials and private companies
Nguyen Huy Tien, Chief Prosecutor of the Supreme People's Procuracy, presented a report at the 9th National Assembly session, highlighting an increase in crimes threatening national security and corruption-related offenses.
From October 1, 2024, to March 31, 2025, authorities prosecuted 15 cases (up 50 percent) related to national security violations and 476 cases (up 1.7 percent) involving corruption and official misconduct.
Authorities continued to uncover, prosecute and investigate major cases with particularly severe and complex criminal characteristics.
Many cases involved ministries, branches and localities, with tight, sophisticated collusion between state officials and private companies in the fields of land management, resource and mineral exploitation, infrastructure investment, and petroleum trading.
Notable cases include violations of natural resource exploitation regulations in An Giang and Vinh Long provinces; violations of resource extraction and accounting regulations causing serious consequences at Hung Thinh Investment Mineral Group and related entities; asset embezzlement and illegal trading of invoices and state budget collection documents at Thien Minh Duc Group; and bribery cases at the Project Management Board for Investment in the Construction of Transport and Agricultural and Rural Development Projects in Dak Lak and related units.
The Chief Prosecutor stated that the Procuracy has directed the entire sector to implement measures to enhance the quality of handling corruption, economic, and official misconduct cases.
For business crimes, several cases were prosecuted, including the production of counterfeit food products and fraud through deceptive online advertising and sales, which have caused public concern.
Examples include cases involving Chi Em Rot Group JSC and others, as well as the production and trading of counterfeit goods at Rance Pharma International Joint Stock Company and Hacofood Nutrition Group JSC.
The Supreme People's Procuracy considers asset recovery in corruption and economic cases related to official misconduct as a key performance indicator for its units.
To date, authorities have applied measures to recover VND1.348 trillion during the investigation, prosecution, and trial of corruption and misconduct cases.
Additionally, more than 9,781 billion VND has been recovered through civil judgment enforcement, with over 6,800 billion VND from the first phase of the Van Thinh Phat case. Prosecuting agencies have also seized, frozen, or suspended transactions of numerous other assets.
The report noted that during this period, the Procuracy exercised its prosecutorial authority and oversaw the resolution of 1,765 crime reports related to corruption, economic, and official misconduct cases. Of these, 1,334 reports were processed, with investigative agencies deciding to prosecute 797 cases.
The Supreme People's Procuracy's Investigative Agency alone initiated and handled 30 cases involving 88 defendants for corruption and misconduct crimes within judicial activities.
