The Ministry of Public Security’s Investigation Agency has concluded its investigation and recommended that former Deputy Chief of the National Assembly Office and assistant to the National Assembly Chairperson, Pham Thai Ha, be prosecuted for “abusing position and power to influence others for personal gain.”

Ha is accused of abusing his official capacity for profit, illegally receiving VND 750 million (approx. USD 29,500) and contributing to state losses exceeding VND 96 billion (approx. USD 3.77 million).
The investigation forms part of a broader case involving 30 defendants charged with “violating bidding regulations causing serious consequences,” “offering bribes,” and “receiving bribes” related to Thuan An Group Joint Stock Company and associated organizations.
In the same case, Duong Van Thai, former Party Secretary of Bac Giang Province, is also facing charges of “abuse of position and power while performing official duties.”
He is alleged to have caused more than VND 96 billion (USD 3.77 million) in losses to the state and received illicit benefits of VND 900 million (USD 35,400).
Nguyen Duy Hung, Chairman of the Board of Directors of Thuan An Group JSC, is accused of “violating bidding regulations causing serious consequences” and “bribery.”
According to investigators, Hung acted as the ringleader, causing over VND 120 billion (USD 4.7 million) in state losses across five projects and personally profiting by more than VND 98 billion (USD 3.86 million).
Also implicated is Tran Anh Quang, CEO of Thuan An Group, who allegedly assisted Nguyen Duy Hung in violating bidding regulations, leading to over VND 120 billion (USD 4.7 million) in losses across five state-funded projects.
