Thanh Hoa Provincial Police have launched a criminal investigation and issued an indictment against Nguyen Duc Quyen, former Vice Chairman of the Thanh Hoa People’s Committee, for violations related to an FLC Group development project.

According to police sources on June 14, the provincial investigative police agency has filed charges, issued an indictment, and imposed a travel ban on Quyen, born in 1960.

Three other individuals have also been indicted in the case. They include Hoang Van The, former Deputy Director of the Department of Natural Resources and Environment of Thanh Hoa (now merged into the Department of Agriculture and Environment), along with two other former department officials.

The four individuals face charges concerning mismanagement of land allocation tied to the FLC mixed-use complex project in the southern urban development area of Thanh Hoa City.

In May 2014, the Thanh Hoa People’s Committee approved FLC Group's investment proposal for the project, which was initially estimated at approximately 600 billion VND (about 23.7 million USD). The plan included an 18-story mixed-use tower (on lot C5), a 6-story mixed-use building (on lot C4), and auxiliary facilities.

In 2017, the total investment was revised down to 291 billion VND (about 11.5 million USD), with a scheduled completion timeline of three years.

However, the project has since been marred by multiple violations, including improper project approval, unlawful land allocation, deviation from planning permits, and failure to meet approved construction timelines.
