The Central Steering Committee on Institutional and Legal Reform will be led by General Secretary To Lam, with Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man serving as deputy heads.
On behalf of the Politburo, General Secretary To Lam has signed and issued Resolution No. 66 on reforming legislative development and enforcement to meet the nation's development demands in a new era. This is a particularly important resolution for Vietnam’s legislative process.
The resolution sets a goal for Vietnam to establish by 2030 a legal system that is democratic, equitable, consistent, unified, transparent, feasible, and enforceable. It also aims to ensure strict and consistent implementation mechanisms that provide a legal foundation for the continuous and smooth operation of state agencies following organizational restructuring.
In addition, the resolution seeks to remove real-world obstacles and pave the way for development initiatives. It calls for mobilizing citizens and businesses to actively contribute to socio-economic development. By 2030, Vietnam aspires to become a modern, industrialized developing country with upper-middle-income status.
Key targets include resolving major legal bottlenecks by 2025, revising or issuing new legal documents to align with a three-tiered government model by 2027, and completing a business and investment legal framework by 2028 that would position Vietnam among the top three ASEAN countries for investment climate.
With a vision to 2045, Vietnam aims to develop a high-quality, modern legal system aligned with international standards and practical realities. The laws should be strictly and consistently enforced, respecting and effectively safeguarding human and civil rights. Constitutional supremacy and the rule of law are expected to become the behavioral norm across all sectors, supporting modern national governance through a lean, efficient, and effective state apparatus.
Major missions and solutions
The resolution outlines several strategic tasks and solutions. First, it emphasizes ensuring comprehensive and direct leadership by the Communist Party in legislative development, highlighting the importance of Party principles in both lawmaking and enforcement.
Second, it calls for a shift in mindset and orientation in legal development to balance state management needs with encouragement for innovation, productivity, and resource mobilization.
Third, it seeks breakthroughs in law enforcement to ensure that laws are implemented fairly, strictly, consistently, promptly, and effectively, while strengthening the link between legislation and execution.
Fourth, it aims to enhance international cooperation and the integration of international legal standards, while introducing breakthrough solutions to improve the quality of legal human resources.
Fifth, the resolution promotes digital transformation and the application of artificial intelligence and big data in legislative processes. It also introduces special financial mechanisms to support legal development and enforcement.
Sixth, it establishes the Central Steering Committee on Institutional and Legal Reform, led by the General Secretary. The committee will include representatives from the National Assembly, the Government, and relevant agencies.
Politburo issues decision No. 288 to establish steering committee
The Politburo has issued Decision No. 288 to form the Central Steering Committee on Institutional and Legal Reform.
General Secretary To Lam serves as the head of the committee. Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man are the deputy heads.
