The Hanoi People's Committee has issued Decision No. 3316/QD-UBND regarding the implementation of a multi-modal interlinked ticketing plan for the city’s public passenger transport system.

Many passengers hope for a unified ticket system across public transport modes.

Initially, the integrated ticketing plan will apply to subsidized public transport services, specifically buses and the urban railway system. Future expansions may include other forms of transportation such as public bicycles and taxis. The scheme will apply to all organizations and individuals involved in the public transport network.

The city has announced pricing for integrated tickets covering subsidized transport modes, including:

Bus-only fares: time-based tickets (daily, weekly, monthly) and single-trip tickets.
Metro-only fares: time-based and single-trip tickets.
Multi-modal tickets (bus and metro): time-based options (daily, weekly, monthly).

The pricing details are as follows:

For buses, single-trip fares with electronic payment include a base fare of VND 3,000 (approx. USD 0.12) plus VND 450/km (approx. USD 0.02/km). For cash payments, the fare is rounded to the final stop.

Annual pass for a single bus route: VND 790,000 (USD 31.10) for priority users; VND 1,580,000 (USD 62.20) for non-priority.

Annual inter-route pass: VND 1,580,000 (USD 62.20) for priority; VND 3,158,000 (USD 124.30) for non-priority.

For the metro, single-trip fares with electronic payment start at VND 8,000 (USD 0.32) plus VND 850/km (USD 0.03/km).

Integrated (bus + metro) annual pass: VND 2,820,000 (USD 111) for priority; VND 5,640,000 (USD 222) for non-priority.

The Hanoi Department of Construction has been assigned full legal responsibility for the accuracy and compliance of the intermodal ticketing plan, including data and financial calculations. In cooperation with the Department of Finance, the department will provide implementation guidelines for the Public Transport Management and Operation Center and subsidized service operators.

The Department of Construction is also tasked with communication efforts before and during the implementation phase, and with issuing guidance during the transitional period when the automatic fare collection (AFC) system is not yet fully deployed. It must ensure continuity and consistency throughout the rollout of the multi-modal fare system.

Furthermore, the department will regularly coordinate with the Department of Finance and other stakeholders to review and recommend adjustments or additions where necessary.

Hanoi plans to officially launch the integrated electronic ticketing system on September 2, 2025, using outsourced IT services for the public transport network.
