While Hanoi has yet to announce the final number of wards and communes after the upcoming administrative restructuring, eight districts have already launched public consultations and submitted specific proposals.

During a voter meeting on April 18, Hanoi Chairman Tran Sy Thanh stated that the capital currently has 526 communes and wards.
The city, following central government directives, aims to reduce this number by approximately 70%. The new administrative units, he noted, will be "neither too large nor too small."
According to the plan, Hanoi will gather public feedback on the proposed ward names and restructuring based on local hamlets, residential groups, or regions. Local authorities will decide on the composition of each committee involved in the process, with the consultation phase to conclude no later than April 19.
After collecting feedback, the Hanoi People’s Committee will finalize the documents and submit them to the City People’s Council for approval of the new administrative structure by April 29.
The committee will then compile and submit the finalized project proposal to the Government and the Standing Committee of the National Assembly by May 1.
Currently, the capital has 30 administrative units at the district level (12 urban districts, 17 rural districts, and one town) and 526 at the commune level (160 wards, 345 communes, and 21 towns). If the city follows through with the projected 70% reduction, the total number of wards, communes, and towns could be reduced to just 133.
On April 18, eight districts shared specific restructuring proposals after gathering community feedback.
In Ba Dinh District, the current 13 wards (Quan Thanh, Truc Bach, Dien Bien, Doi Can, Cong Vi, Lieu Giai, Vinh Phuc, Ngoc Ha, Thanh Cong, Giang Vo, Ngoc Khanh, Kim Ma, Phuc Xa) will be merged into 3: Ba Dinh, Ngoc Ha, and Giang Vo.
In Dong Da District, the current 17 wards (Van Mieu - Quoc Tu Giam; Phuong Lien - Trung Tu, Kham Thien, Kim Lien, Khuong Thuong, Thinh Quang, Lang Ha, O Cho Dua, Quang Trung, Trung Liet, Cat Linh, Hang Bot, Nam Dong, Phuong Mai, Tho Quan, Van Chuong, Lang Thuong) will be merged into 5: Dong Da, Lang, O Cho Dua, Kim Lien, and Van Mieu - Quoc Tu Giam.
In Hai Ba Trung District, the 15 wards (Bach Dang, Bach Khoa, Bach Mai, Dong Nhan, Dong Tam, Le Dai Hanh, Minh Khai, Nguyen Du, Pham Dinh Ho, Pho Hue, Quynh Mai, Thanh Luong, Thanh Nhan, Truong Dinh, Vinh Tuy) will be merged into 3: Hai Ba Trung, Bach Mai, and Vinh Tuy.
In Hoang Mai District, 14 current wards (Dinh Cong, Hoang Liet, Tuong Mai, Hoang Mai, Yen So, Vinh Hung, Linh Nam, Dai Kim, Thinh Liet, Hoang Van Thu, Tan Mai, Thanh Tri, Tran Phu, Mai Dong) will become 7: Dinh Cong, Hoang Liet, Tuong Mai, Hoang Mai, Yen So, Vinh Hung, and Linh Nam.
In Cau Giay District, the current 8 wards (Mai Dich, Dich Vong, Dich Vong Hau, Trung Hoa, Yen Hoa, Nghia Do, Nghia Tan, and Quan Hoa) will merge into 3: Cau Giay, Nghia Do, and Yen Hoa.
In Long Bien District, the 13 wards (Thuong Thanh, Duc Giang, Viet Hung, Giang Bien, Ngoc Thuy, Ngoc Lam, Gia Thuy, Bo De, Long Bien, Cu Khoi, Phuc Dong, Thach Ban, Phuc Loi) will become 4: Viet Hung, Bo De, Long Bien, and Phuc Loi.
In Ha Dong District, the current 15 wards (Bien Giang, Dong Mai, Duong Noi, Ha Cau, Kien Hung, La Khe, Mo Lao, Phu La, Phu Lam, Phu Luong, Phuc La, Quang Trung, Van Phuc, Van Quan, Yen Nghia) will be merged into 5: Ha Dong, Duong Noi, Yen Nghia, Kien Hung, and Phu Luong.
In Tay Ho District, the current 8 wards (Buoi, Thuy Khe, Yen Phu, Tu Lien, Nhat Tan, Quang An, Xuan La, Phu Thuong) will be reduced to 3: Tay Ho, Hong Ha, and Phu Thuong.
Additional proposed mergers across other districts:
Thanh Xuan District: From 11 to 3 wards - Thanh Xuan, Khuong Dinh, and Phuong Liet.
Bac Tu Liem District: From 13 to 5 wards - Bac Tu Liem 1 (Tay Tuu), Bac Tu Liem 2 (Phu Dien), Bac Tu Liem 3 (Xuan Dinh), Bac Tu Liem 4 (Dong Ngac), and Bac Tu Liem 5 (Thuong Cat).
Nam Tu Liem District: From 10 to 4 wards - Tu Liem, Tay Mo, Dai Mo, and Xuan Phuong.
Son Tay Town: From 13 to 3 wards - Doai Phuong, Tung Thien, and Son Tay.
My Duc District: From 20 to 4 communes - Phuc Son, Hong Son, My Duc, and Huong Son.
Me Linh District: From 17 to 4 communes - Me Linh, Quang Minh, Yen Lang, and Tien Thang.
Phuc Tho District: From 18 to 3 communes - Phuc Tho, Phuc Loc, and Hat Mon.
Quoc Oai District: Reduced to 4 communes - Quoc Oai, Kieu Phu, Phu Cat, and Hung Dao. Dong Xuan commune will merge with other communes in Thach That District. The Thach That - Quoc Oai industrial zone will be transferred to the new commune in Thach That.
Soc Son District: To be consolidated into 5 communes - Soc Son, Noi Bai, Kim Anh, Da Phuc, and Trung Gia.
Ba Vi District: To be consolidated into 8 communes - Quang Oai, Vat Lai, Co Do, Cam Da, Suoi Hai, Ba Vi, Yen Bai, and Minh Chau.
Ung Hoa District: Reduced to 4 communes - Van Dinh, Ung Thien, Hoa Xa, and Ung Hoa.
Chuong My District: Reduced to 6 communes - Chuong My, Phu Nghia, Xuan Mai, Tran Phu, Hoa Phu, and Quang Bi.
Hoai Duc District: Reduced to 4 communes - Hoai Duc, Duong Hoa, Son Dong, and An Khanh.
Thanh Oai District: Reduced to 4 communes - Thanh Oai, Binh Minh, Tam Hung, and Dan Hoa.
