The Ho Chi Minh City People's Committee and the Party Organization Department are working urgently on a proposal to merge certain provincial-level administrative units while eliminating district-level government.

The restructuring will continue at the commune level, aligning with the national two-tier local government model.

Administrative restructuring to align with modern development

On the morning of March 17, Ho Chi Minh City Party Secretary Nguyen Van Nen chaired a conference to implement the Politburo and the Secretariat’s directive on restructuring the political system.

Speaking at the conference, Secretary Nen emphasized that over the past three months, the city's Standing Party Committee and Steering Committee have been actively leading and implementing the administrative restructuring process with high political determination.

According to Secretary Nen, the initial phase of restructuring has been carefully executed, ensuring stability without causing significant disruptions.

Following the Politburo’s Conclusion No. 127, which calls for further restructuring, the city's leadership has issued directives and action plans. One immediate measure is the temporary suspension of district and commune-level Party Congresses, including in Thu Duc City, until further instructions are provided.

In addition, Ho Chi Minh City’s Party Committee has instructed the People’s Committee and relevant agencies to draft a proposal for merging certain provincial-level administrative units, eliminating district-level government, and continuing commune-level mergers in line with national guidelines.

The city has also established a Steering Committee for Administrative Restructuring, tasked with reorganizing local government into a two-tier system.

According to Secretary Nen, this restructuring represents a transformative revolution, ensuring Ho Chi Minh City’s governance is lean, efficient, and aligned with the demands of a modern era.

He emphasized that this is an urgent, systematic, and comprehensive reform, aimed at creating new space, momentum, and opportunities for both the city and the country to thrive.

Human resources as the key factor

Secretary Nen urged officials at all levels to maintain strict discipline and ensure uninterrupted public services throughout the transition. He emphasized that no administrative work should be delayed or negatively impact businesses and residents during the restructuring.

He also directed relevant agencies to finalize the administrative restructuring plan and revise the city and commune-level Party organization structures according to the Politburo’s conclusions.

Each government body must evaluate its workforce, proposing rational mergers while ensuring public service efficiency. The restructuring should also be minimally disruptive and prioritize fair workforce reallocation.

According to Secretary Nen, human resources are the decisive factor in achieving a streamlined, strong, and effective administration. He stressed that appointments must be merit-based, requiring fair, transparent, and decisive leadership.

Regarding workforce adjustments, Secretary Nen highlighted the need for fair and just policies to ensure that no employee is unfairly disadvantaged.

He also warned against corruption, favoritism, and bias in the restructuring process, urging strict oversight and inspections to prevent misconduct.

The restructuring must not disrupt Ho Chi Minh City’s political, economic, and social priorities for 2025 and beyond.
