
On the morning of May 14, the People’s Committee of Khanh Hoa Province inaugurated the Intelligent Operations Center (IOC) – a key milestone in the province’s digital transformation strategy. The center aims to enhance administrative efficiency and better serve the public.
The event was attended by Nghiêm Xuan Thanh, Secretary of the Khanh Hoa Provincial Party Committee; Nguyen Tan Tuan, Chairman of the People’s Committee; Pham Quoc Hoan, Director of the Department of Science and Technology; along with leaders from other local departments and agencies.
The IOC is designed as the digital "brain" of the provincial government, operating 24/7 to ensure continuous, secure, and reliable oversight. It collects, synchronizes, and analyzes data from various departments and provincial application systems to provide timely and accurate information for decision-making and administrative coordination.
The IOC currently oversees key areas such as online public services, administrative reform, traffic, public safety, environmental monitoring, healthcare, education, tourism, economics, and finance.
Multiple smart systems are already in place and performing effectively, including traffic camera networks, multilayer digital maps, data analytics tools, real-time incident reporting platforms, public service monitoring systems, and IoT devices. These systems support authorities in early detection and prompt resolution of emerging issues.
Speaking at the launch, Chairman Nguyen Tan Tuan emphasized that the IOC represents a breakthrough tool to modernize governance by making it more transparent, efficient, and people-centered. He highlighted that the center is not just a technological facility but the core of Khanh Hoa’s digital government strategy.
He called on departments and local agencies to actively participate, connect, and share data with the IOC to maximize the system’s potential.
Pham Quoc Hoan, Director of the Department of Science and Technology, described the IOC as evidence of a new governance mindset where technology is central but citizens and businesses remain the focus. "Every dataset and decision from the IOC must aim to improve public service quality," he stated.
According to Hoan, the IOC will continue to expand its monitoring scope and deepen integration with national data systems. Enhancing its capabilities in data analysis, forecasting, and real-time decision-making will make provincial governance more agile and grounded in reality. The center also plans to further implement cutting-edge technologies such as AI, Big Data, and IoT to provide more effective and convenient services to residents and businesses.
