Vietnam is entering a critical phase of its digital transformation journey, where data verification for 100 million citizens, ministries, and localities has become an urgent priority.

The National Data Center under the Ministry of Public Security was established to address this need, ensuring data accuracy, completeness, and cleanliness.

However, with the exponential growth of digital data, the current centralized model is facing significant challenges.

Handling massive volumes of transactions from hundreds of millions of users creates scalability issues. Additionally, centralized systems risk security breaches due to a single point of failure, which could compromise national data and disrupt the economy. Furthermore, a lack of compatibility with international standards hinders cross-border data exchange.

Blockchain technology has emerged as the key to overcoming these challenges - specifically through Vietnam’s national blockchain platform, NDAChain.

Introduced by the National Data Center, NDAChain provides a secure, transparent technology infrastructure applicable to sectors such as e-government, finance, healthcare, logistics, and education.

The model integrates the centralized National Data Center with NDAChain’s decentralized blockchain infrastructure.

NDAChain functions as a protective layer that authenticates civil and private sector data before it accesses the National Data Center, reducing system load while enhancing security.

As a strategic foundational platform, NDAChain is designed to support essential public services and uphold the country’s digital sovereignty.

With features like instant verification, immutable records, and privacy protection, NDAChain creates a safe, neutral digital environment capable of inter-sectoral, inter-regional, and inter-system connectivity.

In essence, NDAChain is a Layer 1 blockchain that acts as an intermediary for data authentication between the National Data Center and citizens or businesses.

Its core objectives are to safeguard citizen data, drive innovation, and comprehensively support Vietnam’s digital transformation agenda.

NDAChain also emphasizes openness, enabling easy integration for businesses, organizations, and government agencies while preventing any single entity from manipulating or dominating the core infrastructure.

Thanks to its immutable and real-time data traceability, NDAChain is applicable across various industries.

In sectors like food, pharmaceuticals, and health products - where counterfeit goods are prevalent - the platform helps authenticate origins and monitor the entire product journey from manufacturer to consumer.

In manufacturing and logistics, NDAChain automates the verification of documents and data related to transportation, distribution, and inventory management. This not only reduces operational costs but also boosts trust among international and domestic partners.

In education, finance, and insurance, the platform facilitates secure verification of documents, contracts, and customer identities, minimizing fraud and enhancing digital platform user experiences.

Operating at the Layer 1 level, NDAChain forms the “spine” that connects upper-layer solutions and applications (Layer 2 and Layer 3) within the national digital ecosystem.

This fosters inter-sectoral data interoperability and lays the foundation for a transparent, sustainable, and trustworthy digital society.

NDAChain supports up to 1,200–3,600 transactions per second, with advanced security via Zero-Knowledge Proof (ZKP) and encryption. It complies with global standards including W3C DID (Decentralized Identifier) and GDPR (General Data Protection Regulation).

Complementary tools like NDA DID and NDA Key assist citizens and businesses in managing their digital data.

The national blockchain platform will continue to be deployed and scaled from Q2 2025, beginning with infrastructure upgrades, integration of root authentication nodes, expansion of verification points, training programs, and international collaboration - moving toward a sustainable data ecosystem.
