In early May, 100% of ninth and eleventh-grade students across Ho Chi Minh City will take an online English language proficiency survey based on the LanguageCert, PeopleCert Qualifications standard from the United Kingdom.

Each student will complete a multiple-choice assessment covering listening, reading, and writing skills within a 60-minute time frame.

Students will log in using their education sector database accounts to complete the survey online via computer or laptop with internet access at the survey portal: http://khaosatngoaingu.hcm.edu.vn.

Ninth-grade students will take the English proficiency survey from May 6 to May 14, while eleventh-grade students will be assessed between May 15 and May 22.

The survey aims to assess students’ foreign language proficiency according to the six-level international framework, evaluate the effectiveness of foreign language teaching in secondary schools, and prepare for the strategic goal of "promoting international integration in education and training, enhancing human resource quality to serve national development in the new era. The focus is on improving students’ foreign language skills and gradually establishing English as a second language in schools."

The survey results will be used solely for analysis and research purposes and will not be used to compare, rank, or evaluate individual students, teachers, or schools.

The data collected will help the Ho Chi Minh City Department of Education and Training’s specialized divisions analyze and evaluate the current situation, thus guiding specific improvements for English teaching and learning at the secondary school level. It will also support the broader goal of making English the second language in schools.

A key change this year is that the online English proficiency survey for ninth and eleventh graders will follow the LanguageCert, PeopleCert Qualifications format, with a 60-minute duration. Previously, the test was designed according to Cambridge Assessment English standards, with a 90-minute duration.

Currently, Ho Chi Minh City has 88,711 eleventh-grade students and 89,178 ninth-grade students.
