Ho Chi Minh City’s Civil Judgment Enforcement Department has announced the ongoing execution of judgments related to the Van Thinh Phat case in both Phase 1 and Phase 2. In the first phase alone, more than VND 7.022 trillion (approximately USD 276 million) has already been paid to 40,271 people.

As of June 25, the department confirmed it is actively executing judgments based on the appellate ruling issued on April 21, 2025, by the High People’s Court in Ho Chi Minh City, and the original trial ruling on October 17, 2024. These rulings mandate that Ms. Truong My Lan is responsible for reimbursing a total of VND 30.081 trillion (about USD 1.18 billion) to victims and involved parties who purchased specific bond codes, namely QT-2018.12.1, SET.H2025, ADC-2018.09, ADC-2019.01, ADC-2018.09.01, and SNW-2018.10.
The Ho Chi Minh City department clarified it would only enforce compensation for the aforementioned bond codes, as stipulated in the court rulings. Any other bonds not covered by the court decisions will not be included in the enforcement process.
The department executed payments based on a compensation ratio of 24.81% for each individual entitled to receive funds as per the annexes of the court judgment. Accordingly, over VND 7.464 trillion (approximately USD 293 million) was allocated for the first round of payments. Of this, VND 7.022 trillion (USD 276 million) has been paid to 40,271 claimants who provided complete personal and banking details.
However, nearly VND 442 billion (around USD 17.4 million) remains unpaid due to issues such as incorrect bank account details, the death of claimants, or incomplete personal information. This unclaimed amount has been placed into savings accounts in accordance with regulations, and the department has issued notices urging those entitled to submit the necessary documents to receive their funds.
As for the first disbursement, no enforcement fees have yet been collected. The department has sought guidance from relevant authorities on whether to impose fees for this round. Once a directive is issued, affected parties will be informed accordingly.
It was also noted that the projected amount for the first phase of compensation was VND 8.694 trillion (about USD 341 million). However, as of June 25, banks had yet to transfer over VND 1.335 trillion (USD 52.3 million) into the department’s account.
Meanwhile, the department is actively verifying the legal status and condition of assets listed for disposition across both phases of the case. For frozen accounts, requests have been made to banks for fund transfers. Once received, the department will proceed with further payments to eligible individuals.
