On July 11, the Hanoi People's Court announced the verdicts for 41 defendants involved in the corruption case at Phuc Son Group and its affiliates. Among them were former Phuc Son Group chairman Nguyen Van Hau and former Vinh Phuc Party Secretary Hoang Thi Thuy Lan.

Nguyen Van Hau was sentenced to a total of 30 years in prison, broken down as follows: 14 years for bribery, 7 years for serious violations of accounting regulations, and 9 years for violations of bidding regulations causing serious consequences.

For the charge of bribery:

Hoang Thi Thuy Lan, former Vinh Phuc Party Secretary, received a 14-year prison sentence.

Le Duy Thanh, former Vinh Phuc People’s Committee Chairman, was sentenced to 12 years.

Pham Hoang Anh, former Standing Deputy Secretary of the Vinh Phuc Provincial Party Committee, was given 8 years.

Nguyen Van Khuoc, former Vice Chairman of the Vinh Phuc People’s Committee and Chairman of the Provincial Land Valuation Council, received 7 years.

Hoang Van Nhiem, former Deputy Director of Vinh Phuc Department of Finance, and Chu Quoc Hai, former Deputy Director of Vinh Phuc Department of Natural Resources and Environment, each received 4 years.

Cao Khoa, former Quang Ngai People’s Committee Chairman, and Le Viet Chu, former Vice Chairman and Party Secretary of Quang Ngai Province, were sentenced to 7 years each.

Dang Van Minh, former Director of the Quang Ngai Department of Transport and former Chairman of the Quang Ngai People’s Committee, received 4 years and 6 months.

For abusing official position or power while performing duties:

Pham Van Vong, former Vinh Phuc Party Secretary; Phung Quang Hung, former Chairman of the Vinh Phuc People’s Committee; and Ha Hoa Binh, former Vice Chairman of the Vinh Phuc People’s Committee, each received 3 years in prison.

Ngo Duc Vuong, former Phu Tho Party Secretary, and Nguyen Doan Khanh, former Phu Tho People’s Committee Chairman and Party Secretary, were given 30-month suspended sentences.

Dinh Thi Thu Huong, former Head of the Land Price Compensation and Resettlement Department of the Vinh Phuc Department of Natural Resources and Environment, received a 3-year suspended sentence.

Cao Dai Nghia, former Deputy Head of the Land Price Department under the Ministry of Natural Resources and Environment, received a 30-month suspended sentence.

Nguyen Ngoc Huy, Director of Nam Ha Resource and Environment Consulting JSC, was sentenced to 30 months in prison.

For exploiting influence over officials for personal gain:

Dang Trung Hoanh, former Chief of Staff of the Mang Thit District Party Committee in Vinh Long, received a 30-month sentence.

For violating bidding regulations with serious consequences:

Pham Ngoc Cuong, former Deputy General Director of Phuc Son Group, received 6 years.

Do Huu Vinh, former General Director of Phuc Son Group, was sentenced to 5 years.

Phan Van Vi, former Deputy General Director and Chief Accountant of Phuc Son Group, received 4 years and 6 months.

Do Ngoc Hoa, former Director of APEC Auditing and Consulting Co., Ltd., was handed a 3-year suspended sentence.

Nguyen Minh An, former Deputy General Director of Van An Valuation and Auditing Co., Ltd. in Hanoi, also received a 3-year suspended sentence.

Bui Minh Hong, former Chairman of Vinh Tuong District People’s Committee in Vinh Phuc, received 4 years.

Hoang Quoc Tri, former Vice Chairman of Vinh Tuong District People’s Committee, was sentenced to 3 years and 6 months.

For violating accounting regulations with serious consequences:

Nguyen Thi Hang, former Deputy General Director of Phuc Son Group, was sentenced to 4 years and 6 months.

Do Thi Mai, former Chief Accountant of Phuc Son Group, received 4 years.

Hoang Thi Tuyet Hanh, former company accountant, and Nguyen Hong Son, former Head of Business Department, were each sentenced to 2 years.

Tran Huu Dinh, former Director of Nam A Group Investment JSC, received 3 years.

Nguyen Van Hau paid an additional 768 billion VND (approx. USD 30.2 million) in compensation

Before the sentencing, Nguyen Van Hau paid an additional USD 30.2 million, bringing his total compensation to over USD 45.8 million.

According to his defense attorney, during the court’s deliberation period, Phuc Son Group submitted this amount on behalf of Hau.

Investigators previously confirmed that Hau had paid USD 3.3 million, with assets worth USD 1.1 million confiscated. His frozen savings and bank accounts contained over USD 10.2 million.

Excluding seized gold and foreign currency, Hau’s compensatory payments before sentencing totaled more than USD 15.6 million. Including the USD 30.2 million recently submitted, his total repayment exceeded USD 45.8 million.

Prosecutors had recommended Hau receive 11-12 years for accounting violations, 15-16 years for violations in bidding, and 17-18 years for bribery. The final sentence was a total of 30 years, consistent with the prosecution’s recommendation.

In his final statement, Hau admitted guilt and expressed remorse, stating that he had realized his wrongdoing even before being indicted.

The indictment revealed that from 2010 to 2023, Hau, as Chairman and CEO of Phuc Son Group, paid over USD 5.1 million in bribes. He also directed illegal activities in bidding and accounting across projects in Vinh Phuc, Quang Ngai, and Phu Tho.

His actions and those of his accomplices caused severe financial losses to the state, totaling over USD 45.8 million. Specifically, accounting violations led to losses exceeding USD 19.8 million, land valuation manipulations caused losses of more than USD 8 million, and bidding violations led to damages of over USD 18 million.

The case implicated numerous officials, including five former provincial party secretaries, and seriously undermined public trust.

Hoang Thi Thuy Lan admitted guilt and pleaded for leniency

According to the prosecution, Lan admitted to her crimes during the investigation and at trial. Her confession aligned with testimonies and evidence.

Lan, as Vinh Phuc's top official, exploited her position and personal connections to receive three payments from Hau totaling USD 1 million and USD 1 million in cash.

In exchange, she directed subordinates to help Phuc Son win contracts, establish a new company to manage a key market project, and undervalue land used in the project.

Her actions caused over USD 8 million in losses to the state and constituted bribery.

In her defense, her attorney highlighted the context at the time: Phuc Son was widely seen in Vinh Phuc as a capable business with charitable activities. The company’s leader was considered a generous philanthropist.

The lawyer also emphasized Lan’s poor health, mental distress, and personal challenges, including caring for elderly relatives and a daughter born in 2007 with a congenital eye disorder.

In her final remarks, Lan wept as she asked the court for forgiveness, reflecting on her fall from power and public esteem.
