This warning follows a recent surge in alarming incidents involving aggressive and violent acts among commuters, which have seriously threatened public order and safety.

The Ministry emphasized that any action disrupting public security or violating the law will be strictly punished in accordance with legal regulations.

One of the most notable recent cases involved Nguyen Thi M., a resident of Ha Dong District, Hanoi, who was assaulted in broad daylight while riding her motorbike on Phuc La Street, heading from Kien Hung Bridge to Cau Buou.

According to her sister-in-law Dinh Thi Thanh H., around 10:00–10:20 a.m. on May 7, M. stopped on the side of the road to answer a phone call.

A pickup truck approached, and someone inside asked her to move aside to let them pass. M. responded that the road was too crowded to make way.

Immediately after, a man from the truck allegedly struck her helmet with a baton, causing it to slip and hit near her eye. She fell to the ground, bleeding and disoriented.

After emergency treatment, M.'s family filed a report with the police, requesting a thorough investigation.

In another case, on May 6, the police in Hung Loi Ward, Ninh Kieu District (Can Tho) summoned Pham Viet Ha, 47, for questioning after a viral video showed him confronting a car, smashing its side mirror, bending its windshield wipers, and threatening the driver.

The incident, which occurred on May 5 on 3/2 Street, was shared widely on Facebook. In the video, Ha was seen riding his motorbike in the wrong lane, then stopping in front of a car, hurling insults at the driver, and vandalizing the vehicle.

The driver remained silent and recorded the incident for evidence. The confrontation ended only when bystanders intervened.

Even though the victim had not filed a report, authorities responded quickly after the video circulated online. During the investigation, Ha admitted to the acts and said he had no personal conflict with the driver.

He described his behavior as impulsive and blamed it on momentary anger. Ha pledged full cooperation and acknowledged that he would accept legal responsibility.

Both cases are currently under police investigation and will be handled according to the law.

Lawyer Giang Hong Thanh, from Giang Thanh Law Office, commented that these incidents highlight a troubling pattern of emotional instability among drivers.

“Such violent behavior endangers not only the health, safety, and property of others but also creates an uncivil, unsafe public environment,” he said. “In the heat of the moment, people often act irrationally to vent their frustration. By the time they realize the consequences, it’s too late.”
