Prime Minister Pham Minh Chinh has directed the Government Portal to establish an official channel to gather input from young people on science and technology, innovation, and digital transformation. The platform must be operational and reported to the Government by June 30.

This directive was included in the latest announcement from the Government Office, summarizing conclusions made by the Prime Minister at the 2025 National Youth Dialogue.

The statement emphasized the central role of youth in the country's development, reaffirming that the Party and State view young people as the vanguard of the national revolution and a strategic human resource for nurturing and advancing Vietnam's future.

The Prime Minister instructed ministries and localities to improve institutions, enhance the business environment, and aggressively develop high-quality young human resources. The aim is to empower and encourage youth to actively participate in the country’s science and technology efforts, foster innovation, launch startups, and contribute to national digital transformation.

Specifically, the Ministry of Science and Technology is tasked with formulating mechanisms and policies to support young people in scientific research, innovation, entrepreneurship, and digitalization. The ministry will also coordinate with high-tech zones and local governments to establish youth-oriented technology incubators.

The Ministry of Finance has been assigned to explore the establishment of a venture capital fund for scientific and technological professionals, including young researchers. The fund should be supported by clear, streamlined project proposals and procedures, with an acceptance of calculated risks.

Meanwhile, the Ministry of Education and Training is expected to develop policies to train high-quality young human resources - especially in cutting-edge technology fields - and form a youth advisory board on science, technology, and education. These initiatives must be completed and reported to the Prime Minister by September 30.

Underscoring that youth are a vital national resource, Prime Minister Chinh also called on the Ho Chi Minh Communist Youth Union to implement programs to raise awareness across all sectors and levels about the role of young people as pioneers in scientific and technological advancement and digital transformation.

Ministries and government agencies are instructed to promptly review and act on suggestions and proposals raised by youth representatives during the dialogue.

In addition, the Prime Minister specifically directed the Government Portal to create a dedicated feedback channel where young people can share their ideas on science, innovation, and digital transformation. The channel must be completed and reported before June 30.
