Prime Minister Pham Minh Chinh has directed that negotiations with the United States include calls for early recognition of Vietnam as a market economy and the removal of restrictions on high-tech exports to achieve balanced trade between the two countries.

On April 29, Prime Minister Pham Minh Chinh chaired the sixth meeting on implementing the conclusions and directives of the Party Central Committee, the Politburo, and General Secretary To Lam regarding adaptation to new U.S. tariff policies.

The Prime Minister assessed that although negotiation outcomes so far have been positive, complexities remain. Thus, government agencies must closely monitor developments, swiftly and appropriately respond within their authority.

According to the head of government, ministries and agencies are actively addressing issues related to product origin, non-tariff barriers, intellectual property rights, copyright protection, and administrative procedure streamlining.

The Prime Minister called for urgent efforts to conclude negotiations and sign contracts within May for the purchase and import of U.S. goods, including LNG, aircraft, pharmaceuticals, medical supplies, and agricultural products, to sustainably balance trade between the two countries.

At the same time, he instructed Vietnamese negotiators to discuss with the U.S. side lowering and harmonizing each other's import tariffs.

In addition, Prime Minister Pham Minh Chinh emphasized that during the negotiations, Vietnam should request the U.S. to soon recognize it as a market economy and remove high-tech export restrictions to help balance trade and enhance technology transfer.

Regarding legal amendments to address U.S. concerns while ensuring Vietnam’s sovereignty, honoring international commitments, and adhering to both countries’ legal systems, the Prime Minister announced that during the upcoming 9th National Assembly session, the government will submit proposals to amend several laws related to intellectual property, copyright protection, and administrative procedure reduction, making them more compatible with current realities.

Prime Minister Pham Minh Chinh also highlighted that Vietnam is closely cooperating with ASEAN and regional countries in negotiations to ensure harmonized interests and a sustainable trade balance, consistent with the ASEAN-U.S. Comprehensive Strategic Partnership.

He instructed each relevant ministry and agency to develop specific negotiation plans, with the Ministry of Industry and Trade tasked to compile and complete the negotiation plan promptly.
