Prime Minister Pham Minh Chinh has signed Decision No. 1131/QD-TTg dated June 12, 2025, promulgating the List of Strategic Technologies and Strategic Technology Products. The list includes 11 strategic technology sectors and 35 strategic product groups.

Specifically, artificial intelligence, digital twins, and virtual/augmented reality comprise six product groups: large Vietnamese language models, virtual assistants, specialized AI systems, analytical AI, digital twins, and the metaverse.

Cloud, quantum, and big data technologies include three product groups: cloud computing services, quantum computing and communications services, and large-scale data centers.

Blockchain includes three product groups: digital assets, digital currencies, and cryptocurrencies; blockchain infrastructure; and traceability systems.

Next-generation mobile networks (5G/6G) feature three product groups: 5G/6G ORAN-standard radio access devices and solutions; 5G/6G core networks; and high-speed IP transmission solutions.

Robotics and automation encompass four product groups: autonomous mobile robots, industrial robots, advanced processing systems and production lines for agro-forestry-aquatic products, and post-harvest preservation and quality monitoring systems.

The semiconductor category includes a single product group covering specialized chips, AI chips, and IoT chips.

Advanced biosciences include three product groups: next-generation vaccines, gene therapy for medical and agricultural applications, and cell therapy (including stem and immune cells).

Energy and advanced materials include three product groups: small, safe nuclear reactors; lithium-ion and solid-state batteries, fuels, and electrolyzers; and advanced materials.

Rare earths, oceans, and underground resources cover four product groups: systems and technologies for evaluating, mining, refining, and purifying rare earths; smart geological exploration technologies; deep-sea exploration and exploitation equipment; and offshore energy extraction technologies.

Cybersecurity includes two product groups: firewall, intrusion detection, and prevention solutions; and national infrastructure and database security solutions.

In the aerospace sector, three product groups have been identified: remote sensing and low-orbit communication satellites; ground stations and satellite control systems; and unmanned aerial vehicles.

The Prime Minister has tasked the Ministry of Science and Technology to collaborate with relevant ministries and agencies to propose adjustments or additions to the list of strategic technologies and product groups based on socio-economic development needs.

Additionally, the Ministry of Science and Technology will work with the Ministry of National Defense and the Ministry of Public Security to propose a list of strategic technologies and product groups serving national defense and security, subject to the Prime Minister’s approval.
