Authorities in Dong Hoi Ward, Quang Tri Province, confirmed that they recently issued a birth certificate to the newborn of a Thai national who gave birth while on vacation in Vietnam.

The mother, eight months pregnant at the time, was visiting family in Vietnam while also traveling, when she unexpectedly went into early labor. She delivered her baby at the Vietnam-Cuba Friendship Hospital in Dong Hoi.

Following the birth, Truong Thi Minh Duyen, the grandmother of both the baby's father and mother (born in 1965 and residing in Dong Thuan Ward, Quang Tri), went to the Dong Hoi Ward Public Administrative Center to register the birth on behalf of the parents.

“I’m the guardian, so I handled the paperwork for my grandchild. On the first day, I was missing some documents, and the staff guided me on what to add. After submitting the marriage certificate from Laos, I returned two days later and completed everything within 30 minutes,” she said.

The baby's father is Vietnamese and the mother is Thai. The couple currently lives and works in Laos.

Dong Hoi Ward is one of the first areas in Quang Tri to pilot a modern urban governance model. This case, in which a Thai tourist received prompt assistance for childbirth and birth registration, demonstrates the flexible, timely, and compassionate service of the local civil staff.
