On the morning of July 14, State President Luong Cuong awarded the official decision elevating Pham The Tung and Nguyen Ngoc Lam to the rank of colonel general.

Both are members of the Party Central Committee for Public Security and currently serve as Deputy Ministers of Public Security.

Colonel General Pham The Tung, born in 1972, holds a master’s degree in police operations. He has held multiple positions in provincial police departments, including deputy director of Hung Yen Provincial Police, director of Bac Ninh Provincial Police, and director of Nghe An Provincial Police.

In December 2023, he was appointed Director General of the Department of Internal Political Security under the Ministry of Public Security. In July 2024, he was named Deputy Minister of Public Security and Head of the Investigative Security Agency.

Colonel General Nguyen Ngoc Lam, born in 1973, graduated with a degree in economic police from the People’s Police Academy.

Over the years, he has held several senior roles, including deputy chief of office at the Investigative Police Agency, director of Quang Ninh Provincial Police, and director of the Department for Investigation of Economic Crimes, Corruption, and Smuggling (C03) under the Ministry of Public Security.

In July 2024, he was also appointed Deputy Minister of Public Security.
