The signing ceremony took place on June 13, 2025, during Prime Minister Pham Minh Chinh’s official visit to Sweden. It was witnessed by Prime Ministers Pham Minh Chinh and Ulf Hjalmar Ed Kristersson, marking a significant milestone in bilateral cooperation.

On June 12, Minister Hung met with Swedish Deputy Minister of Education and Research Maria Nilsson. He highlighted the long-standing friendship between Vietnam and Sweden and expressed deep appreciation for Sweden's support during challenging periods. The two sides exchanged views on each country’s R&D management models and explored deeper collaboration opportunities.

Deputy Minister Nilsson was impressed by Vietnam’s newly integrated Ministry of Science and Technology structure, which consolidates science, innovation, ICT, and digital transformation under one unified management. She praised this as an advanced model that Sweden has yet to adopt. Nilsson shared Sweden’s strategy for promoting innovation via a tripartite cooperation model involving the government, businesses, and academia, emphasizing university autonomy in research and the regulatory role in fostering a conducive environment.

Both sides agreed to enhance the role of their respective ministries in linking Vietnamese and Swedish universities and research institutes. Areas of cooperation include academic exchange, joint research projects, training programs, and student exchange. A Joint Working Group will soon be established to implement the newly signed agreement.

The agreement centers on four main areas: participation in conferences and thematic programs of mutual interest; access to research infrastructure, technology, materials, and equipment; expert exchange and mobility; and implementation of various forms of collaborative initiatives. These efforts aim to enhance research capabilities, technology application, and deepen the Vietnam-Sweden partnership.

The meeting and signing reaffirm Vietnam’s commitment to international cooperation in science, innovation, and digital transformation, paving the way for shared potential, knowledge exchange, and contributions to global sustainable development goals.
