The Ho Chi Minh City Department of Civil Judgment Enforcement has officially begun implementing the judgment execution process for 43,108 victims involved in the Truong My Lan bond fraud case.

According to the department, the execution follows the appellate verdict No. 259/2025/HS-PT dated April 21, 2025, issued by the High People’s Court in Ho Chi Minh City. Truong My Lan also submitted a formal request to begin fulfilling her compensation obligations to the victims and other parties affected, as outlined in the verdict.
Based on this, the Ho Chi Minh City Department of Civil Judgment Enforcement issued Decision No. 3699/QD-CTHADS dated June 17, 2025, which states: "Truong My Lan is obligated to fully compensate the amount of VND 30,081,509,700,000 (approximately USD 1.2 billion) to the victims and related parties who acquired bonds."
According to the department’s plan, as of June 17, the estimated amount for the first compensation payout under phase 2 of the case involving Truong My Lan and accomplices is approximately VND 8,694 billion (about USD 347 million).
Due to the unprecedented size of the payout and number of recipients - over 43,108 individuals – the Ho Chi Minh City Department of Civil Judgment Enforcement developed a specialized payment software system capable of disbursing funds with a single command, ensuring funds are sent directly to the account details provided by recipients.
To ensure transparency and prevent errors, the department has mobilized its entire staff to meticulously review and verify personal and banking information. The payments are expected to be processed proportionately by July 15, 2025.
To guarantee enforcement of the judgment, the Ho Chi Minh City Department of Civil Judgment Enforcement is currently verifying the legal status and condition of all assets tied to the case for appropriate handling according to the law. Additionally, the department has requested banks to transfer blocked funds from previously frozen accounts.
Efforts are ongoing to trace and collect further assets and account balances to ensure full compliance with the court’s compensation and restitution requirements.
The department also urged recipients not to visit or crowd the Ho Chi Minh City Department of Civil Judgment Enforcement headquarters. All updates and detailed information about the execution process in the Truong My Lan case will be published on the department’s official website to prevent misinformation or exploitation.
