On May 12, Vietnam’s Ministry of Science and Technology signed two memoranda of understanding with Belarus on cooperation in digital transformation, digital economy, and scientific and technological innovation during a state visit to Belarus by General Secretary To Lam.
This marked the first time the two countries formalized cooperation in these key fields, laying the foundation for future joint programs and initiatives.

Minister of Science and Technology Nguyen Manh Hung held bilateral meetings with Belarusian Minister of Communications and Informatization Kirill Zalessky and Chairman of the State Committee for Science and Technology Sergei Shlychkov.
During his meeting with Minister Zalessky, the two leaders shared policies and strategic development directions, and exchanged cooperation priorities for the coming period.
Both sides agreed on the need for early implementation of practical and effective cooperative activities.
They emphasized promoting business and investment partnerships between digital technology enterprises from both countries as a top priority.

At the meeting with Chairman Sergei Shlychkov, Minister Hung discussed implementing cooperative programs between scientific research institutions and innovation centers, with a focus on strengthening connections and expanding networks among top research institutes and universities in both nations.

Minister Hung also visited and worked with the Technopark Polytechnich, an innovation technology hub under Belarus’s State Committee for Science and Technology.
Technopark leaders showcased their research capabilities and latest technological solutions and products.
The two parties discussed joint research possibilities through order-based mechanisms, the establishment of expert and scientific networks, and the potential to create joint innovation centers to promote technology transfer, support startups, and commercialize research outcomes.

The meetings and signed agreements between Vietnam’s Ministry of Science and Technology and relevant Belarusian agencies mark a new chapter in bilateral cooperation.
These efforts aim to harness and enhance the strengths of both countries in science, innovation, and digital transformation, contributing to the deepening of the newly established strategic partnership, initiated during General Secretary To Lam’s state visit to Belarus.
