On the morning of June 25, the National Assembly passed a resolution establishing the National Election Council, appointing National Assembly Chairman Tran Thanh Man as its President.

The newly established council will comprise 19 members. The President of the National Assembly also serves as President of the National Election Council.
The Standing Vice President of the Council is a Standing Vice Chairman of the National Assembly who also heads the personnel subcommittee. Other Vice Presidents include a Deputy Prime Minister, the President of the Vietnam Fatherland Front Central Committee, and the Vice President of Vietnam.
Comprehensive structure representing multiple branches of leadership
The council members include key figures across multiple sectors: the Head of the Central Organization Commission, Chairman of the Central Inspection Commission, Heads of the Central Propaganda and Mass Mobilization Commissions, Ministers of National Defense and Public Security, and three Vice Chairpersons of the National Assembly, each heading a subcommittee on legal documents and complaint resolution, public information and communication, and security and social order, respectively.
Other members include the Minister of Home Affairs, Chairman of the National Assembly’s Committee for Deputies’ Affairs, Secretary-General and Head of the National Assembly Office who also acts as Chief of the Council Office, the Chairman of the National Assembly’s Ethnic Council, the President of the Vietnam Women’s Union, and the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.
The National Election Council is a constitutional body formed by the National Assembly to organize the election of deputies to the National Assembly and to direct and guide the elections of People's Councils at all levels.
The nationwide election for the 16th National Assembly and People's Councils for the 2026-2031 term is scheduled for Sunday, March 15, 2026.
The council's operations will be supported by an assisting office as regulated by the National Assembly Standing Committee. It will be headquartered at the National Assembly Building, funded by the state budget, and authorized to requisition staff from state agencies and political or social organizations as necessary.
The council will conclude its term once it submits the general election report and the results verifying the legitimacy of elected deputies to the new term of the National Assembly, in accordance with the law.
Also on the morning of June 25, the National Assembly approved the composition of the Standing Committee of the 15th National Assembly.
The Standing Committee will have 20 members, including the National Assembly Chairperson, six Vice Chairpersons, and 13 other members. The resolution took effect immediately upon approval.
In the afternoon, the National Assembly officially passed the resolution electing Mr. Tran Thanh Man, a member of the Politburo and Chairman of the National Assembly, as President of the National Election Council.
