The Ministry of Public Security has launched a criminal investigation into charges of "Giving and Receiving Bribes" involving the Food Safety Authority under the Ministry of Health and several related companies. Eighteen individuals have been indicted.

On July 10, the Office of the Ministry’s Investigation Police Agency (C01) announced its decision to initiate criminal proceedings for bribery offenses at the Food Safety Authority (FSA) of the Ministry of Health and various associated enterprises.
This development is part of a broader investigation stemming from an earlier case involving “Forgery of official documents, bribery, and bribery brokerage” tied to TSL Science Co., Ltd. and several other organizations across Hanoi and other provinces nationwide.
Also on July 10, the Ministry’s investigation agency issued decisions to prosecute, detain, or impose travel bans on 18 individuals, and executed search warrants at 25 locations including homes and workplaces.
1. Indicted for "Receiving Bribes":
Nguyen Thanh Phong – former Director General of the Food Safety Authority, Ministry of Health
Nguyen Hung Long – former Deputy Director of the Food Safety Authority
Dinh Quang Minh – former Director of the Center for Food Safety Application and Training (under the FSA)
Le Thi Hien – former specialist at the Center for Food Safety Application and Training
Nguyen Thi Minh Hai – former Deputy Director of the Center for Food Safety Application and Training
These five individuals were previously indicted on May 12, 2025, by the Investigation Police Department (C03) for accepting bribes.
2. Indicted and detained for "Receiving Bribes":
Le Hoang – Deputy Director of the Department of Disease Control, Ministry of Health (formerly Head of Standards and Testing Management, FSA)
Pham Van Hinh – Head of the Food Poisoning Surveillance and Communications Department, FSA
Nguyen Thi Phuong Lan – Head of Standards and Testing Management, FSA
La Thai Binh – Deputy Head of Food Poisoning Surveillance and Communications
Dinh Cao Cuong – officer, Food Poisoning Surveillance and Communications
Pham Tuyet Mai – officer at the Vietnam Codex Committee Office (formerly a contract employee at the FSA Training Center)
Pham Duy Binh – former officer at the FSA Training Center
Nguyen Thi Minh – officer at the FSA Training Center
Le Van Nam – officer at the Food Product Management Department, FSA
3. Indicted and placed under travel restriction:
Hoang Thanh Ha – Deputy Head of Food Product Management Department (exempt from detention due to having a child under 36 months)
4. Indicted:
Nguyen Quang Hung – CEO of Novaco Pharmaceutical JSC. He was previously charged on June 11, 2025, with “Forgery of official documents.”
5. Indicted and detained for "Giving Bribes":
Pham Thi Loan – Director of Canada Vietnam International Pharmaceutical JSC
Tran Quang Hai – Director and legal representative of Fosy International Food Services JSC
The Ministry’s Investigation Agency (C01) continues to expand the investigation to identify and prosecute all individuals involved, ensuring strict compliance with the law.
