The events, held under the direction of Prime Minister Pham Minh Chinh, were conducted simultaneously through both in-person and virtual formats, connecting the main site in Ho Chi Minh City with all other project locations across the North, Central, and South regions.
According to the Ministry of Construction, a total of 80 projects with a combined investment of over VND 445 trillion (approximately USD 17.8 billion) are included. These comprise 40 transportation projects, 12 in industrial and civil construction, 12 in education, nine in culture and society, five in public health, and two in irrigation infrastructure.
Key highlights in Ho Chi Minh City
In HCMC alone, six major projects were launched or inaugurated, including the completion of Terminal T3 at Tan Son Nhat International Airport and its connecting road to Tran Quoc Hoan - Cong Hoa streets; technical opening of the Ben Luc - Long Thanh Expressway; inauguration of the Hoc Mon Regional General Hospital; groundbreaking of the Can Gio land reclamation tourism urban project; and launch of the Ring Road 2 project with utility relocation and mine clearance packages.
The Terminal T3 project at Tan Son Nhat Airport, completed two months ahead of schedule, was the central site for the national ceremony, chaired by Prime Minister Pham Minh Chinh. The terminal features a passenger hall, a multi-story parking and retail facility, an elevated access road, and aircraft aprons. It was built at a cost of VND 10.99 trillion (USD 439 million), with a designed capacity of 20 million passengers per year, easing chronic congestion and raising the airport's total capacity to 50 million passengers annually.
The Prime Minister also attended a tech demonstration of biometric identification systems for passenger check-in, part of the Ministry of Public Security's digital pilot programs.
Regional developments
In Can Gio District, Vingroup held the groundbreaking for Vietnam’s largest land reclamation project – the Can Gio coastal urban area spanning 2,870 hectares. It features four functional zones: Zone A (953 ha) will combine eco-tourism with conservation of mangrove forests; Zone B (560 ha) is planned as a premium residential and public service area including 102 ha for social housing; Zone C (318 ha) will host a financial and commercial center with a 108-story symbolic tower; and Zone D-E (939 ha) will feature luxury villas, retail centers, and leisure services. The area is designed to support up to 228,500 residents and attract 9 million tourists annually.
In Khanh Hoa Province, the 83-km Van Phong - Nha Trang expressway was inaugurated. Launched in early 2023 with a budget of over VND 11.8 trillion (USD 471 million), the project links Ninh Hoa Town with the districts of Van Ninh, Dien Khanh, and Khanh Vinh, boosting regional connectivity and economic development. The segment from Van Gia to National Highway 27 was completed eight months ahead of schedule.
Other regional highlights include:
Bien Hoa - Vung Tau Expressway (Phase 1): The 19.5km section (Component 3) was technically opened in Ba Ria - Vung Tau. This USD 707 million project is expected to enhance regional connectivity with Long Thanh International Airport and southern ports.
Con Dao District: A military-civilian medical center was inaugurated, along with groundbreaking for an expressway feeder route and technical opening of the Cua Lap 2 Bridge.
Dong Nai Province: A new ethnic boarding school was inaugurated with a VND 152 billion (USD 6 million) investment, enhancing education access for ethnic minority students.
Vinh Long Province: A VND 272 billion (USD 10.8 million) multipurpose sports complex was inaugurated, reflecting the province’s focus on youth and community development.
Tien Giang - Ben Tre: Rach Mieu 2 Bridge was joined (structurally completed). The 17km bridge has a 1.9km cable-stayed span with 4 lanes and a 113m high tower, designed to alleviate congestion on the original Rach Mieu Bridge. Total investment: VND 6.8 trillion (USD 271 million).
Dong Hoi Airport (Quang Binh): Terminal T2 was launched with a planned capacity of 3 million passengers/year, expandable to 5 million. The new terminal responds to surging passenger volumes, which are expected to reach nearly 1 million by end-2025.
Ca Mau Province: Technical opening of Ganh Hao Bridge and the groundbreaking of the new Provincial General Hospital (1,200 beds, VND 3.3 trillion / USD 132 million). The province also handed over land for the expansion of Ca Mau Airport.
Ha Tinh Province: The Bãi Vọt - Ham Nghi and Ham Nghi - Vung Ang expressway segments (35.3 km and 54.2 km) were technically opened. Both meet standards for 120 km/h expressways with six lanes upon completion. Investment: VND 17.38 trillion (USD 695 million).
Quang Binh Province: The 48.8km Bung - Van Ninh expressway segment was opened, including four interchanges. The road is designed for speeds up to 100 km/h and helps decongest National Highway 1A.
Accelerating national infrastructure goals
Deputy Minister of Construction Pham Minh Ha stated that the 80 projects inaugurated or launched today are symbols of Vietnam’s development ambition and determination to build a modern, prosperous nation.
He reaffirmed the commitment to complete 3,000 km of expressways by 2025 and 5,000 km by 2030, following the Government and Party’s long-term infrastructure development strategy.
Vietnam is also actively building out its aviation infrastructure, with projects underway at Long Thanh, Tan Son Nhat, and Noi Bai airports, and new terminal construction at Dong Hoi and Ca Mau airports.
