On June 30, 2025, the Government issued Decree No. 165/2025/ND-CP, detailing several provisions and implementation measures for the Data Law. Passed at the 8th session of the 15th National Assembly in November 2024, the Data Law comes into effect on July 1, 2025.
Chapter II of the Decree outlines data processing activities, including: criteria for identifying critical and core data; data storage; data access and retrieval; support for data owners to connect and share data with state agencies; data provision to state agencies; data verification and authentication; data disclosure; data encryption and decryption; and cross-border data transfer and processing.
Chapter III covers data governance and management, including identifying and managing risks in data processing; data protection; managing and safeguarding data during processing; human resource management and training in data protection; data security monitoring; early warning systems; and emergency response.
National Data Center infrastructure
The Decree specifies that the National Data Center will develop a cloud computing infrastructure, organized into functional zones to meet the operational needs of state agencies. These zones ensure integrated, synchronized subsystems with high standards for data security.
The center will establish high-performance computing infrastructure and data analytics systems to support management efforts through predictive models derived from the national consolidated database.
It will also provide technical facilities for research in applied mathematics; assist in policy-making, planning, and national development strategies; and develop data-related products and services for socio-economic growth.
The National Data Center will operate a national data portal as the central hub for state agencies to publish information on the data they manage, release open data, and enhance transparency in government operations while promoting innovation and socio-economic development.
The National Data Center will provide the following services:
a) Infrastructure services, including server hosting, physical infrastructure, power systems, air conditioning, and related equipment, allowing organizations to independently manage and operate their data systems, either in shared or private zones, in accordance with data center management regulations.
b) Server and network equipment services, cybersecurity, data protection, and storage options with varied configurations and corresponding hosting space tailored to organizational needs.
c) Deployment and operation services for technical infrastructure serving national databases and other information systems.
According to the Decree, state agencies and socio-political organizations must identify the type of services they require from the National Data Center based on their existing infrastructure, business needs, and public IT investment regulations, and formally request services from the center.
These requests must clearly outline service needs, projected system size, and required personnel for infrastructure and system management.

Official launch of the Data Center
The National Data Center will support the Ministry of Public Security in exercising state management over data.
It will guide agencies, organizations, and individuals in applying technical standards and specifications for data in line with the center's uniform framework.
The center will monitor and evaluate the quality of shared data and manage synchronization with the National Data Center.
It will coordinate data from the national consolidated database and implement data protection measures from the outset and throughout the processing lifecycle, as per Clause 6, Article 16 of the Decree.
The center will sign agreements and memoranda of understanding with international organizations to enhance cooperation in data management and protection, scientific research, cross-border data transfer, training, and capacity building in data-related fields. These efforts aim to drive innovation and technological transfer for socio-economic development.
The National Data Center assists the Ministry of Public Security in overseeing national data management.
The Ministry will coordinate with relevant agencies to construct the center in compliance with regulations and technical standards for data centers.
Support regime for personnel at the National Data Center
The Decree also outlines resource allocation for the center’s development. It will implement training programs and international cooperation to improve the quality of its workforce.
Officers and personnel working at the center will receive a support allowance of VND 500,000 (approx. USD 20) per working day, funded by data usage fees collected from the national consolidated database, after contributing to the state budget.
Public service units under the center may apply this allowance regime to determine benefits for data professionals.
The Minister of Public Security will issue a list of job positions at the center and establish mechanisms to attract, employ, and reward high-quality personnel.
