Deputy ministers Tran Quoc To, Le Quoc Hung, and Le Tan Toi remain in office following June 9 appointments.

Senior Lieutenant General Tran Quoc To will continue serving as Deputy Minister of Public Security until retirement, while Senior Lieutenant General Le Quoc Hung and Lieutenant General Le Tan Toi have been reappointed to the same post, according to decisions issued by Prime Minister Pham Minh Chinh on June 9.

Specifically, the Prime Minister extended the term of Senior Lieutenant General Tran Quoc To, a member of the Party Central Committee and Deputy Secretary of the Central Public Security Party Committee, to continue serving as Deputy Minister of Public Security until his statutory retirement age.

Born in 1962 in Kim Son District, Ninh Binh Province, To holds the academic titles of associate professor and PhD in Law, with specializations in criminology and criminal investigation.

He has held various key positions throughout his career, including Chief of Kim Son District Police; Head of the district's Investigation Police Agency; Deputy Director of the Environmental Police Department under the General Department of Crime Prevention and Control; Chief of the Investigation Office at the Ministry of Public Security; Deputy General Director of the General Department of Crime Prevention and Control; and Deputy Head of the Investigation Police Agency.

To also previously served as Deputy Secretary and Secretary of the Thai Nguyen Provincial Party Committee.

The Prime Minister has also reappointed Senior Lieutenant General Le Quoc Hung, a member of the Party Central Committee and Standing Member of the Central Public Security Party Committee, as Deputy Minister of Public Security.

Born in 1966 in Phong Dien District, Hue City, Hung holds a bachelor's degree in administrative management of social order and safety.

Hung spent many years working in the Thua Thien-Hue Provincial Police Department, where he held positions such as Deputy Chief and Chief of Staff, Deputy Director, and later Director of the provincial police. He also served as Standing Deputy Chairman of the Inspection Commission of the Central Public Security Party Committee.

Lieutenant General Le Tan Toi, a member of the Party Central Committee and Standing Committee of the National Assembly, currently serving as Chairman of the National Assembly’s Committee on National Defense, Security, and Foreign Affairs (on secondment), has also been reappointed as Deputy Minister of Public Security.

Born in 1969 in Ca Mau City, Ca Mau Province, Toi holds a PhD in criminology and criminal investigation.

He has held numerous leadership roles, including Team Leader, Deputy Head and Head of the Criminal Police Division, Head of the Drug Crime Investigation Division, Chief of Bac Lieu City Police, Head of the Personnel Organization Department of Bac Lieu Provincial Police, Deputy Director and later Director of Bac Lieu Provincial Police, and Director of the Personnel Organization Department under the Ministry of Public Security.

In July 2021, Toi became a member of the National Assembly’s Standing Committee and Chairman of the Committee on National Defense and Security. In February 2025, he was elected as Chairman of the newly expanded Committee on National Defense, Security, and Foreign Affairs.
