Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son emphasized that the visit not only opened a new chapter in bilateral cooperation but also reaffirmed Vietnam’s commitment to its time-honored friendships.
“This trip conveyed a heartfelt message from the Party, State, and people of Vietnam to countries that supported our past struggles and current development efforts,” he noted.
Historic welcomes and elevated partnerships
Leaders and citizens in all four countries extended warm, heartfelt receptions to General Secretary To Lam and his delegation, with numerous diplomatic protocols waived in his honor.
Throughout more than 80 engagements across the four nations, the Vietnamese leader met with top government officials, political parties, businesses, and Vietnamese communities abroad.
“We take pride in the high regard that leaders in all four countries expressed for Vietnam’s dynamic development under the Communist Party’s leadership,” Deputy PM Bui Thanh Son shared. “They praised our bold reforms and Vietnam’s emergence into a new era of growth.”
During the tour, Vietnam upgraded its relations with Kazakhstan, Azerbaijan, and Belarus to strategic partnerships, increasing the number of such partnerships to 37 globally.
The visit also deepened Vietnam’s comprehensive strategic partnership with Russia.
These steps pave the way for new areas of cooperation, beyond traditional frameworks, in alignment with a rapidly evolving global landscape.
A red thread of friendship

General Secretary To Lam and his counterparts - President Tokayev (Kazakhstan), President Aliyev (Azerbaijan), President Putin (Russia), and President Lukashenko (Belarus) - emphasized the historical solidarity between their nations.
All sides reaffirmed the priority they place on nurturing this enduring friendship, forged through historical struggles and still relevant in today’s complex geopolitical environment.
Among many highlights, General Secretary To Lam received the Order of Friendship of Peoples from Belarus and was awarded an honorary professorship by Russia’s Presidential Academy of National Economy and Public Administration.
In Azerbaijan, he and his delegation inaugurated a memorial room dedicated to President Ho Chi Minh at the National University of Oil and Industry in Baku.
In Moscow, To Lam and his spouse joined President Putin at the Victory Day parade in Red Square, a rare gesture that reflects the strength of the Vietnam-Russia relationship.
Nearly 60 bilateral agreements signed

The visit resulted in around 60 agreements across diplomacy, defense, energy, science, education, aviation, and digital transformation. In particular, intergovernmental committees were reaffirmed as critical mechanisms to realize these agreements and boost bilateral trade.
In energy and mining, the leaders agreed to expand collaboration in exploration and service provision, including clean and renewable energy. Cooperation also extended to agriculture, transport, high-tech sectors, logistics, culture, tourism, and labor.
Vietnam and the four countries also expressed shared commitment to peace, stability, and dispute resolution through peaceful means and international law.
Deputy PM Bui Thanh Son stated that the successful outcomes of this diplomatic tour have garnered regional and international attention, elevating Vietnam’s global profile. He emphasized that the trip has laid a firm foundation and generated strong momentum for taking Vietnam’s traditional friendships and strategic partnerships to new heights.
