After over a month of dedicated, urgent, and responsible work, the 9th session of the 15th National Assembly officially concluded yesterday in Hanoi.
The session marked the successful completion of a substantial legislative agenda and laid a strong foundation for a new phase of national development.
This was a landmark session, taking place as Vietnam accelerates institutional reforms, streamlines government structures, and transforms itself toward rapid and sustainable growth.
The session’s achievements reflect the stature, capability, and vision of the National Assembly, embodying the alignment of Party directives and public will - thereby laying the groundwork for a transformative national trajectory.
In a spirit of innovation, scientific rigor, and efficiency, the 9th session fulfilled all its planned agendas. The Assembly passed 34 laws - more than half the number of laws scheduled for the entire term - 14 legal resolutions, and offered feedback on six other legislative projects.
Crucially, many of these laws addressed key institutional reforms, administrative restructuring, and governance model modernization.
A standout achievement was the unanimous adoption of a resolution amending the 2013 Constitution.
This historic decision marks a significant milestone in Vietnam’s constitutional development and provides the legal basis for the new two-tier local government model set to operate from July 1, 2025.
The model aims to streamline administration, improve governance efficiency, and align socio-economic policies with regional characteristics.
Building on the amended Constitution, the National Assembly approved a series of major laws covering justice, defense, finance, education, and grassroots democracy.
Notably, amendments to the Criminal Procedure Code and related laws officially recognized digital data and electronic evidence in court proceedings.
This breakthrough reflects Vietnam’s proactive embrace of digital transformation and its determination to combat cybercrime while protecting human rights.
These judicial reforms carry not only technical significance but also profound political meaning - reaffirming Vietnam’s commitment to building a clean, modern, and equitable judiciary.
They enhance public trust and affirm the law as a strong foundation for all citizens in a socialist rule-of-law state.
The session also underscored the Assembly’s role in economic development. Resolutions adjusting major infrastructure projects such as the Quy Nhon–Pleiku and Bien Hoa–Vung Tau expressways (Phase 1), and Ring Road 4 in Ho Chi Minh City, were passed.
These projects aim to resolve regional bottlenecks, create development opportunities, and promote balanced growth, particularly in remote and underserved areas.
The passage of the Law on Science, Technology, and Innovation reflects Vietnam’s long-term strategy to build a knowledge-based economy. It marks a strategic shift for the country from a manufacturing hub to a global innovation center.
The National Assembly also prioritized the private sector, approving resolutions to remove barriers, protect property rights, and encourage creativity - all to foster a fair, transparent, and competitive investment environment.
A notable success of this session was the effectiveness of high-level oversight and questioning. Sessions were conducted with candor and responsibility, addressing key issues such as finance, education, budget policy, and social welfare. Government accountability improved significantly, earning widespread approval from voters nationwide.
One of the most impactful outcomes was the adoption of a resolution to resolve legal overlaps and conflicts. This major step in institutional reform enhances legislative coherence and transparency while improving national governance and public confidence.
The accomplishments of the 9th session are expected to have a profound impact on Vietnam’s legal and political life. The bold policies approved demonstrate the Assembly’s strategic vision and its unwavering commitment to accompany the people in Vietnam’s ongoing journey of reform and development.
This success reflects the timely leadership of the Party, the effective operation of the National Assembly, the strong collaboration between the Assembly and the Government, and the coordinated efforts among legislative, executive, and judicial bodies - with the active and responsible participation of National Assembly deputies and the close attention and support of voters and citizens nationwide.
As National Assembly Chairman Tran Thanh Man emphasized in his closing speech, the 9th session marks a historic milestone in institutional and legislative reform: “The spirit of Dien Hong resounds once again in the Dien Hong Hall today.”
Following the session, the National Assembly called on the Government, ministries, agencies, local authorities, and the entire political system to urgently and comprehensively implement the newly passed laws and resolutions - especially the operation of the two-tier local government model from July 1, 2025.
This is a legal requirement, an urgent call to action, and a decisive step toward realizing Vietnam’s vision of rapid, sustainable, and modern development.
In his concluding message, the Chairman of the National Assembly also extended a heartfelt call for the continued supervision, feedback, and contributions of voters and citizens to ensure that policies and laws are implemented effectively - safeguarding the legitimate interests of the people and advancing a prosperous, strong, democratic, equitable, and civilized Vietnam.
