On the afternoon of June 27, during a regular press briefing, a representative of the Ministry of Science and Technology announced that Vietnam is developing policy mechanisms to attract 100 leading domestic and international experts to participate in national-level science and technology programs focusing on artificial intelligence (AI).
Specifically, on June 22, 2025, the Ministry issued Decision No. 1412/QD-BKHCN approving the “Plan to attract 100 top experts from within and outside the country to participate in key national science and technology tasks in artificial intelligence.”
This plan aims to mobilize and harness expert intelligence to drive a breakthrough in AI development in Vietnam. It represents a strategic move to build a solid foundation for AI to become a core engine of economic growth, modernization, quality-of-life enhancement, and national competitiveness.
The long-term goal is to develop a comprehensive, autonomous, and human-centered AI ecosystem that positions Vietnam as a prominent center for AI research, development, and application in the region and the world.
Deputy Minister of Science and Technology Bui Hoang Phuong emphasized that the government is prioritizing the field with a minimum budget allocation of 3% - equivalent to approximately USD 2.95 billion - to develop science, technology, and innovation. A key focus includes attracting high-quality human resources. Support mechanisms for AI experts will be specified following the issuance of this decision.
At the briefing, various departments of the Ministry introduced key elements of five newly passed laws under the ministry’s purview, including the Law on Science, Technology, and Innovation; amendments to the Law on Standards and Technical Regulations; amendments to the Law on Product and Goods Quality; the revised Law on Atomic Energy; and the Law on Digital Technology Industry.
Deputy Minister Phuong noted that these laws closely align with Resolution No. 57-NQ/TW (dated December 22, 2024) issued by the Politburo on breakthroughs in science, technology, innovation, and national digital transformation, along with directives from General Secretary To Lam. These laws aim to resolve persistent challenges and regulatory bottlenecks in the management and advancement of science, technology, innovation, and digital transformation.
Looking ahead, in July, the Ministry of Science and Technology will continue to develop and finalize draft laws such as amendments to the Law on Technology Transfer, the Law on High Technology, the National Digital Transformation Law, and the Law on Intellectual Property. These will be submitted to the relevant authorities and proposed for review by the National Assembly during the 10th session of the 15th National Assembly.
In parallel, the Ministry will collaborate with the Government Office to finalize a proposal for the Prime Minister to approve a scheme to support investment in boosting core technology research capabilities and incubating biotech enterprises for industrial-scale product development.
The Ministry will also submit a draft of the National Strategy for the development of the intellectual workforce in the era of accelerated industrialization and modernization, along with a proposal to restructure national science and technology programs.
Additionally, the Ministry is finalizing an amendment to Decision No. 127/QD-TTg (dated January 26, 2021) of the Prime Minister on the national strategy for AI research, development, and application until 2030, and the National AI Action Program. A draft decision for the Government's AI development program is also underway.
At the briefing, the Ministry also introduced Decision No. 1169/QD-TTg (dated June 16, 2025) by the Prime Minister, approving the communication initiative for the implementation of Resolution No. 57-NQ/TW on advancing science, technology, innovation, and digital transformation through 2030.
