The Ministry of Justice has released an assessment report on a draft decree outlining special policies for senior experts working in central Party and State agencies. The decree aims to enhance compensation and privileges, making their benefits equivalent to those of ministers.
Under this proposed framework, senior experts include current and retired civil servants as well as specialists from outside the political system who contribute to high-level decision-making.
The policy applies to key central agencies such as the Party Central Committee’s Organization Commission, Propaganda and Mass Mobilization Commissions, Internal Affairs Commission, and Strategy Commission, as well as the Office of the President, the Government Office, and the National Assembly Office.
For senior experts who are civil servants, the new salary policy ensures that their total wage package, including position-based allowances and seniority bonuses, does not fall below their previous earnings. Any shortfall will be compensated through an adjustment mechanism.
For senior experts who are retired professionals or external specialists, their compensation and benefits will be negotiated based on the above framework, ensuring fairness and alignment with civil service salaries.
In addition to financial incentives, the decree introduces administrative support for Vietnamese experts returning from abroad and foreign specialists. This includes simplified visa procedures, residence permits, and work authorization.
Family members of senior experts, including parents, spouses, and children under 18, will receive government support in employment searches, school admissions, and integration into Vietnam’s education and labor market.
They will also be eligible for multiple-entry visas or temporary residence cards aligned with the expert’s contract duration.
The Ministry of Home Affairs has emphasized that these policies are essential to optimizing the expertise of highly skilled professionals in strategic government advisory roles.
