National Assembly Chairman Tran Thanh Man has officially certified Resolution No. 217/2025/QH15 on tuition exemption and support for preschool children, general education students, and learners enrolled in the national education system.
The resolution applies to Vietnamese citizens and persons of Vietnamese descent with unidentified nationality currently living in Vietnam and studying in public or private educational institutions within the national education system.
From the 2025–2026 academic year, all students in public and private schools nationwide will be eligible for tuition exemption or support.
Specifically, tuition will be fully waived for preschool children, general education students, and learners enrolled in public institutions. For those in non-public and private institutions, the state will provide tuition support.
The level of support will be determined by the People's Council of each province or centrally governed city, based on a tuition fee framework set by the Government, and must not exceed the actual tuition charged by these institutions.
The funding for this tuition exemption and support policy will be provided from the state budget as per regulations on budget decentralization.
For localities that are unable to balance their own budgets to implement the policy, the central government will provide financial support in accordance with the law.
This resolution takes effect from the date it was passed by the National Assembly (June 26, 2025) and will be implemented starting with the 2025–2026 academic year.
Chairman Tran Thanh Man also signed Resolution No. 218/2025/QH15 on the universalization of preschool education for children aged 3 to 5.
According to this resolution, by 2030, all provinces and centrally governed cities are expected to meet the standard for universal preschool education for children in this age group.
The universalization will be ensured through a combination of state-provided resources and social mobilization, in accordance with legal provisions.
Implementation will follow a step-by-step plan based on local socio-economic conditions, ensuring all statutory standards for universal education are met.
