This morning, the Central Steering Committee on the Development of Science, Technology, Innovation, and Digital Transformation launched three digital platforms designed to monitor the implementation of Resolution 57.

General Secretary To Lam, Prime Minister Pham Minh Chinh, and other senior officials pressed the launch button for the three platforms aimed at overseeing the execution of Resolution 57, which outlines a national breakthrough in the development of science, technology, innovation, and digital transformation.

The Communist Party of Vietnam’s new digital portal serves as the Party’s official voice in the digital space. It plays a crucial role in Party building, shaping public opinion, and connecting officials and Party members with the broader population.

The portal is designed to become a comprehensive information hub linking the Central Party with local Party committees, organizations, officials, members, and the public across the nation. It directly connects to 62 component portals at ministries, sectors, localities, and agencies within the political system.

The monitoring and evaluation system for Resolution 57 enables real-time operational control from the central to local levels. For the first time, a system has been developed for comprehensive, online, nationwide monitoring and evaluation of the resolution’s implementation. The system is scalable and adaptable to other national directive programs.

It operates on the principle of being “accurate, sufficient, clean, and live,” ensuring data is precise, complete, sanitized, and updated in real-time.

The system is capable of integrating and interconnecting with the government’s reporting systems, national databases, and the information systems of the Party, National Assembly, ministries, and localities. This ensures automatic and continuous data collection, minimizing the need for manual data entry.

Another platform receives and processes feedback, recommendations, and innovative solutions related to the development of science, technology, innovation, and national digital transformation. This is an official, modern, and user-friendly channel that enables domestic and international organizations and individuals to submit concerns and obstacles; propose policy and regulatory adjustments; and contribute initiatives and solutions.

Citizens and businesses can submit feedback online through various methods. Notably, the system is tightly integrated with the VNeID digital identity and VNConnect accounts for identity verification, ensuring transparency, safety, and the protection of personal data. Users can track the processing of their submissions and receive automatic updates on the progress and outcomes.

The platform also facilitates an interactive online forum where central agencies, experts, scientists, and businesses can engage in deep dialogue, debate, and solution proposals.

Also this morning, General Secretary To Lam chaired a mid-year review conference for the Central Steering Committee on the Development of Science, Technology, Innovation, and Digital Transformation, outlining tasks for the remainder of 2025.

In his opening remarks, the General Secretary highlighted the strategic significance of Resolution 57 in defining Vietnam’s path toward rapid and sustainable development in a new era. This is particularly critical as the country strives to meet its term objectives and as the two-tier local government model officially takes effect from July 1.

He praised the standing body and the Steering Committee for their proactive efforts in advising and issuing implementation plans for the resolution.

According to the General Secretary, the aforementioned platforms and plans vividly demonstrate the Party’s resolutions in action. They represent a modern, scientific, transparent, and effective approach, transitioning from traditional practices to data-driven, real-time digital governance. This facilitates substantive evaluations of effectiveness and clearly delineates collective and individual responsibilities.

He emphasized that in 2025, Vietnam must not only lay the foundations for science, technology, innovation, and digital transformation in the new context but also immediately apply these foundations to achieve socio-economic development targets, including an 8% growth goal, and operate the newly established two-tier local government system.

Thus, among the many strategic and urgent tasks outlined, several require immediate action.

The General Secretary urged all delegates to uphold a strong sense of responsibility, engage in open and direct discussions, identify bottlenecks, thoroughly analyze root causes, and most importantly, propose groundbreaking solutions to drive progress in science, technology, innovation, and national digital transformation.
