Since joining the United Nations peacekeeping force in South Sudan in April 2025, Lieutenant Colonel Pham Van Doan has actively applied information technology to his assigned duties. Notably, he developed and successfully implemented an automated patrol scheduling software now officially in use.

Lieutenant Colonel Doan, serving with Task Force No. 5 of the Ministry of Public Security at the United Nations Mission in South Sudan (UNMISS), has earned recognition and respect from colleagues and leadership for his expertise and dedication.

His standout contribution is the initiative to develop “Automated patrol assignment software” for the Police Command of Juba, the capital of South Sudan.

Assigned to the Command Center and directly working within the Patrol and Control Department since May 12, Doan quickly observed various operational inefficiencies. Alongside performing his assigned tasks, he used his spare time to research and design a digital solution to improve operations.

After developing the software, he conducted multiple trial runs, collected feedback from colleagues and department leaders, and continually improved the tool. On July 4, following two weeks of successful trials, the Patrol Department leadership formally presented the software during a comprehensive meeting with the Chief of the Juba Police Department.

The Chief commended Doan’s creativity and swift contributions, particularly given his short tenure at the unit. The department officially approved the software for ongoing use and tasked Doan with expanding the solution to other units within the department. He was also asked to assist colleagues with technical and IT support when needed.

On July 5, in recognition of his achievements, Doan was fast-tracked for a special interview. By July 7, the Chief signed an official decision reassigning him to the Training Department of the Juba Police Department, aligning with his expertise and strengths.

The Training Department is responsible for educating all personnel within the Juba UN Police, collaborating with the South Sudan National Police’s Training Unit to deliver courses for commanding officers and community leaders across the country.

This achievement not only highlights the accomplishments of Task Force No. 5 but also affirms the professionalism, technological adaptability, and innovation of the People's Public Security Force and Vietnamese peacekeeping officers operating in a multinational environment.
