The Ministry of Public Security has directed authorities to urgently investigate a recent shooting in Vinh Long province while simultaneously reviewing the handling of a fatal traffic accident involving a local schoolgirl.
On April 30, the Ministry announced that its leaders had instructed the Vinh Long Provincial Police to clarify the circumstances surrounding a shooting incident that occurred in Tra On district.
At the same time, the Office of the Investigative Police Agency under the Ministry was tasked with urgently reviewing the entire case file related to a fatal traffic accident that claimed the life of Nguyen Ngoc Bao Tran - the daughter of the alleged shooter, Nguyen Vinh Phuc.
According to initial findings, on the morning of April 28 in La Ghi hamlet, Vinh Xuan commune, Tra On district, 42-year-old Nguyen Vinh Phuc, a resident of Bang Chang hamlet, Tra Con commune, used a firearm to shoot 33-year-old Nguyen Van Bao Trung of Tam Ngai commune, Cau Ke district, Tra Vinh province.
Investigations suggest the shooting stemmed from a longstanding dispute linked to a traffic accident that occurred on September 4, 2024. In that incident, Phuc's daughter, Nguyen Ngoc Bao Tran (born in 2010), was fatally struck by a truck reportedly driven by Trung. Following the accident, disagreements arose regarding the handling and resolution of the case, escalating tensions between the two families.
After shooting Trung, Phuc turned the weapon on himself in an apparent suicide attempt. He was transferred to Cho Ray Hospital in Ho Chi Minh City but died at 8:00 p.m. on April 28. His family later brought his body home for burial.
Meanwhile, Trung remains in critical condition at Can Tho Central General Hospital. As of April 30, hospital staff reported that he remains on mechanical ventilation and in a semi-conscious state, though his vital signs are stable. Doctors previously performed surgery to remove a bullet lodged in his brain and are continuing treatment with antibiotics and therapies to reduce cerebral edema.
Upon receiving reports of the incident, the Ministry of Public Security issued immediate directives. Vinh Long Provincial Police were ordered to urgently investigate the crime, determine the exact circumstances of Phuc’s actions, trace the origin of the weapon, and clarify his motives. Authorities are also examining whether any other individuals were involved.
Simultaneously, the Ministry’s Investigative Police Office has retrieved all documentation related to the September 4, 2024, accident. The case file and complaint resolution process are being reviewed for procedural accuracy and potential misconduct.
On April 29, 2025, in accordance with these instructions, the Office of the Investigative Police Agency formally retrieved the complete case file for examination and legal action under current regulations.
