The People’s Committee of Ho Chi Minh City has officially released a list of 17 residential development projects where foreign individuals and organizations are allowed to purchase housing.
This decision is based on a proposal by the Department of Construction and approved by the Ministry of National Defense, the Ministry of Public Security, and city leaders.
These are the 17 approved projects:
Urban Green – Ladona Real Estate Co., Ltd. – Street 6, Hiep Binh Ward
Diamond Island – Kusto Home – Street 104, Binh Trung Ward
High-rise housing in Tan Phu Ward, District 7 (Lot B1) – Dynamic Innovation Co., Ltd. – Tan My Ward
High-rise housing in Tan Phu Ward, District 7 (Lot B4) – Dynamic Innovation Co., Ltd. – Tan My Ward
High-rise housing in Tan Phu Ward, District 7 (Lot B2) – Phat Dat Corporation – Tan My Ward
High-rise housing in Tan Phu Ward, District 7 (Lot B3) – Phat Dat Corporation – Tan My Ward
Residential apartments at Lot 3-15 – North Thu Thiem One Member Co., Ltd. – Thu Thiem Urban Area
City Garden Apartments – City Garden JSC – Thanh My Tay Ward
Dragon Village Residential Area – Dragon Village JSC – Long Truong Ward
Phu Long Tower – Zone 15A2 – Phu Long Real Estate JSC – Nha Be Commune

The HCMC Department of Construction will post details of these projects on its official website and will supervise sales to ensure compliance with legal guidelines.
In contrast, foreigners are not permitted to own housing in the following four projects, and any violations must be reported to the city for appropriate action:
Hung Vuong 2 - R13 and Hung Vuong 1 - R16 in Tan Hung Ward
Star Hill – Zone C15B in Tan My Ward

The Prince Residence in Phu Nhuan Ward (developed by The Prince Residence JSC)
If any unauthorized sales to foreigners are found in these projects, the Department of Construction must report and recommend disciplinary action under city authority.
