Since June 26, the Immigration Management Office in Xuan Hoa Ward, Ho Chi Minh City, has processed over 353 applications for level-2 VNeID electronic identification accounts submitted by foreign nationals.
On July 2, the Ho Chi Minh City Police Department's Immigration Office confirmed that foreigners who are legally residing in Vietnam can now register for a level-2 VNeID account. This account allows access to online public services and digital utilities, in accordance with Decree 69/2024.
Foreigners may register directly at the Immigration Management Office, Ho Chi Minh City Police, or the Immigration Department of the Ministry of Public Security.
Applicants must bring a valid passport, a valid temporary or permanent residence card, and an active Vietnamese mobile phone number under their name. Portrait photos will be taken on-site at the registration center.
Step-by-step guide to registering for a level-2 VNeID account for foreigners
Step 1: Take a queue number and prepare for your photo.
Step 2: Have your portrait photo taken at the registration office.
Step 3: Present your valid personal documents and fill out the "Information Provision Form" at the reception desk. Review and confirm the details in Form TK01 provided by the immigration office.
Step 4: Provide biometric fingerprint data.
Step 5: The system will process the data and send a verification request to the National Population Data Center. If approved, a level-2 VNeID account will be issued. Applicants will receive confirmation via SMS or email.
Processing time for level-2 VNeID accounts ranges from 3 to 7 working days from the date of receiving a complete and valid application.
According to the Immigration Office, the VNeID account allows foreign nationals to replace various paper documents in administrative procedures, access online public services, and ensure enhanced security and information safety. Users are advised not to share their VNeID accounts with others.
A representative from the Ho Chi Minh City Immigration Office stated that the department has launched an intensive 50-day and 50-night campaign, with additional staff and expanded public service counters to expedite the registration process for foreign applicants.
