To date, the People's Councils of districts and counties in Hanoi have approved the reorganization plan for commune-level administrative units. According to the schedule, the Hanoi Party Committee will convene today to discuss and provide feedback on this initiative.

Tomorrow (April 29), the Hanoi People's Council will hold its 22nd session (a special session) to deliberate on the resolution regarding the reorganization of commune-level administrative units in the city.

Under the proposed plan, Hanoi will have 126 wards and communes. Of the 12 inner-city districts, which currently consist of 155 wards, the number will decrease to 47 after the reorganization, a reduction of about 70%.

The smallest administrative unit will be Cua Nam Ward (Hoan Kiem District) with an area of 1.65 square kilometers, while the largest will be Ba Vi Commune (Ba Vi District) spanning 81.29 square kilometers.

According to leaders from the Hanoi Department of Home Affairs, 38 units achieved complete consensus (100%) on the reorganization plan, including near-complete agreement on naming.

Maintaining the names of 30 districts, counties, and towns to name one representative ward has been widely supported by both the residents of the capital and people nationwide.

The 12 districts are Hoan Kiem, Ba Dinh, Dong Da, Hai Ba Trung, Cau Giay, Ha Dong, Hoang Mai, Long Bien, Thanh Xuan, Tay Ho, Bac Tu Liem, and Nam Tu Liem.

The 17 counties are Dan Phuong, Gia Lam, Dong Anh, Chuong My, Hoai Duc, Ba Vi, My Duc, Phuc Tho, Me Linh, Soc Son, Thach That, Quoc Oai, Thanh Tri, Thuong Tin, Thanh Oai, Phu Xuyen, and Ung Hoa, along with Son Tay Town.

The Department of Home Affairs stated that this approach not only preserves the tradition and emotional attachment to historically significant places but also ensures high public support.

For newly formed wards and communes not located in prominent areas, Hanoi prioritizes choosing names associated with notable local historical and cultural landmarks. This approach has received overwhelming community approval.

Some newly named wards and communes include Bach Mai and Vinh Tuy (Hai Ba Trung District); Ngoc Ha and Giang Vo (Ba Dinh District); Cua Nam (Hoan Kiem District); Lang, O Cho Dua, Kim Lien, Van Mieu - Quoc Tu Giam (Dong Da District); Phu Thuong (Tay Ho District); Viet Hung, Bo De, and Phuc Loi (Long Bien District); Tan Trieu and Ngoc Hoi (Thanh Tri District); Phu Dong and Bat Trang (Gia Lam District).

It is noted that across the entire city, only two communes had name changes from the initial draft after public feedback. These are Lien Minh Commune (Dan Phuong District), initially proposed to be named Tho Lao, and Bat Bat Commune (Ba Vi District), initially proposed to be named Cam Da.

Related to this matter, at the regular meeting for April 2025 held last weekend, Chairman of the Hanoi People's Committee Tran Sy Thanh stated that with the very high consensus (the lowest approval rate for naming was over 88%, while most units reached a 100% consensus), it demonstrates strong public support for the Central and city-level policies.
