The ministry has sent a document to the Ministry of Finance evaluating Decree 90/2023 on the collection, management, and exemption of road-use fees.

Annual road-use fee revenue has increasingly contributed to state budget collection growth, which increases the budget for annual road maintenance. In 2024, total road-use fee revenue exceeded VND14,000 billion for the first time.

However, Decree 90 has shortcomings. Many temporarily detained, temporarily confiscated vehicles, or those with expired registrations have to pay fees even though they are not in circulation. Meanwhile, procedures for confirming that vehicles had stopped circulating lack specific instructions, causing difficulties for registration agencies and businesses.

The ministry therefore has proposed revising a number of regulations on fee collection, management, and exemptions.

Clause 2, Article 2, Point d of the decree states: Transport business vehicles belonging to transport firms, cooperatives, or cooperative unions idle for 30 or more days are fee-exempt.

The ministry noted that feedback from organizations and individuals not exempt from the fee said it was unfair to other vehicle owners. Thus, the Ministry proposed amending Clause 2, Article 2, Point d to exempt all vehicles idle for 30+ days from road use fees.

This proposal has received a lot of support. The head of a private school in Hanoi said that in addition to signing contracts with transport firms to provide school buses, he also has two cars for transportation.

“During summer holiday, students are off from school and the vehicles are not used for many days. Some cars stay at home for a whole month but still have to pay road use fees. Although the amount is not large, it is clear that the fee is not reasonable,” he said.

However, he pointed out that currently only vehicles registered for transportation business belonging to cooperatives and enterprises are eligible to complete the procedures to stop circulation and be exempted from road use fees. If this new proposal is approved, the management agency needs to have more specific instructions for vehicle owners, he said.
