On the morning of July 14, State President Luong Cuong presented the decision to promote Trinh Van Quyet to the highest military rank of general. He currently serves as a key leader in the army’s political affairs and is a senior member of the Communist Party of Vietnam.

General Trinh Van Quyet, born in 1966, holds a bachelor's degree in Party and state organization. He has served extensively in Military Region 2 and was appointed Deputy Director of the General Department of Politics in April 2021. As of June 2024, he officially assumed the role of Director of the General Department of Politics.

In the same ceremony, President Luong Cuong promoted four other high-ranking officers from lieutenant general to colonel general.

These include Central Party Committee members and Central Military Commission members: Deputy Ministers of National Defense Nguyen Hong Thai, Nguyen Van Hien, and Nguyen Truong Thang, as well as Nguyen Quang Ngoc, Deputy Chief of the General Staff of the VPA.

Colonel General Nguyen Hong Thai, born in 1969, holds a bachelor’s degree in military science. He has served in various leadership roles such as Commander of the Phu Tho Provincial Military Command, Deputy Commander of Military Region 2, and Commander of the Hanoi Capital High Command. He was appointed Deputy Minister of National Defense in April 2025.

Colonel General Nguyen Van Hien, born in 1967, has a bachelor’s degree in military science. He has held multiple positions within the Air Defense - Air Force Service, including Division Commander of the 365th Air Defense Division, Deputy Commander and Chief of Staff, and ultimately Commander of the Air Force. He was appointed Deputy Minister of National Defense in June 2025.

Colonel General Nguyen Truong Thang, born in 1970, also holds a military science degree. He previously served in several roles in Military Region 7, including Commander of the Ho Chi Minh City Command and later Commander of Military Region 7. He was promoted to Deputy Minister of National Defense in June 2025.

Colonel General Nguyen Quang Ngoc, born in 1968, is a graduate in military command and combined arms staff operations. He held key positions in Military Region 3 and was appointed Deputy Chief of the General Staff of the VPA in January 2025.
