
A high-priority task in developing e-government and digital government, with people “put at the center”, is providing end-to-end online public services.
Resolution 57, issued by the Politburo on December 22, 2024, on breakthroughs in science, technology, innovation, and national digital transformation, set a goal for Vietnam to rank among the top three ASEAN countries and top 50 globally in digital competitiveness and e-Government development by 2030, with over 80 percent of citizens and businesses using online public services.
According to the Ministry of Science and Technology (MOST), the permanent agency of the Government’s Steering Committee for Science, Technology, Innovation, Digital Transformation, and Project 06, the proportion of end-to-end online public services relative to total administrative procedures nationwide reached 50.4 percent in April 2025, up 1.25 percent from March 2025. Ministries averaged 43.09 percent, while localities averaged 50.6 percent.
By the end of April 2025, the rate of end-to-end online public services generating online dossiers, out of all administrative procedures with dossiers, was 50.65 percent. Ministries achieved an average of 44.72 percent, and localities 50.77 percent.
Meanwhile, the proportion of end-to-end online dossiers relative to total resolved administrative dossiers in April 2025 was 39.46 percent, up 1 percent from March 2025. Specifically, ministries reached 51.82 percent, while localities achieved 14.58 percent.
Regarding the provision of online public services via the National Public Service Portal at dichvucong.gov.vn, statistics showed that in April 2025, the portal had more than 9.5 million records with synchronized status; more than 1.6 million online records made from the National Public Service Portal; and more than 1.1 million successful online payment transactions with an amount of more than VND1,012 billion.
Cumulatively, since its launch, the National Public Service Portal has provided 3,525 online public services, over 506 million synchronized dossiers, processed 75.2 million online dossiers from the portal, completed more than 30.3 million successful online payment transactions worth over VND24,052 billion, and handled over 630,000 calls to its hotline.
Also in April 2025, the Ministry of Public Security (MPS) reviewed 495 administrative procedures across various ministries, including 324 procedures from 13 ministries with dossier components integrated into VNeID accounts for the proposed cut.
