Speaking at the fifth Central Executive Committee Conference of the Vietnam Farmers’ Union (eighth term) on June 10, Chairman Luong Quoc Doan emphasized that 2025 marks the second year of implementing Resolution No. 46 by the Politburo.

It is also a pivotal year for restructuring the political system, including the merger of union structures into a three-tier model: central, provincial, and communal levels. This includes streamlining the operational apparatus of mass organizations under the Vietnam Fatherland Front.

The Central Committee of the Farmers’ Union has already streamlined its organizational structure from 15 units down to 8. Farmers' unions at all levels are also focusing on restructuring and aligning their organizational models with higher-level directives.

Despite the structural shifts, the Union's activities and farmers’ movement nationwide have shown positive outcomes. Fourteen out of 18 annual targets have reached over 50% completion, and four have already exceeded yearly goals.

In the second half of 2025, all levels of the Union will operate under the new model, sharing resources and management with the Vietnam Fatherland Front instead of maintaining separate advisory teams. This period also includes organizing grassroots and provincial-level union congresses for the 2025–2030 term and preparing for the ninth National Congress.

The Farmers’ Union has worked closely with businesses and scientists to guide members in developing 2,397 pilot models applying scientific and biotech advancements. They also supported the creation and scaling of 2,099 cooperative models and value chain partnerships, significantly improving agricultural efficiency and income.

Further collaboration with businesses helped farmers establish concentrated raw material zones for high-value crops, while also supporting branding efforts for 2,501 agricultural products and 3,263 OCOP items rated three stars or higher.

Currently, 190,202 farming households have accounts on e-commerce platforms to market and sell their agricultural products.

Numerous cooperatives have reported strong business results, with standout examples including:

Long Thanh Phat Cooperative (Dong Nai): Over VND 212 billion (USD 8.35 million) in annual revenue
Agricultural Cooperative 118 (Cao Bang): VND 100.7 billion (USD 3.96 million) from silk cocoon sales
Chau Pha Agricultural Services Cooperative (Ba Ria - Vung Tau): VND 52 billion (USD 2.05 million)
OCOP Organic Fruit Cooperative (Hau Giang): VND 65 billion (USD 2.56 million)
Bau Don Fruit Cooperative (Tay Ninh): VND 132 billion (USD 5.2 million)

These examples illustrate the success of digitalization and innovation in advancing Vietnam’s agricultural economy.
